ADMINISTRATION (GSA) CENTRALIZED HOUSEHOLD GOODS TRAFFIC MANAGEMENT
PROGRAM (CHAMP) DUE 112996. Contact Brian Kellhofer or Kim Anderson at

a specific change to the General Services Administration (GSA)
Centralized Household Goods Traffic Management Program (CHAMP). This
change involves Section 1 and Section 2 of both the Domestic and
International Tender of Service (TOS) regarding the scope and
participation in CHAMP. The specific changes as regards to
participation in the program are based on GSA's change in its policy
regarding who may participate in CHAMP. Effective November 1, 1996, and
with the issuance of the Request for Offers (RFO) to be released on or
about December 15, 1996, any company, corporation, firm, or business,
holding the appropriate authority (s), such as a household goods
brokers license from the Department of Transportation (DOT) (successor
to the Interstate Commerce Commission (ICC), Federal Maritime
Commission (FMC), and/or State regulatory authority to provide
interstate, intrastate, or international transportation of household
goods, may request an application to participate in the program(s). The
specific change to the scope of services provided under the program is
that not only will participants be allowed to provide transportation
services, but also in conjunction with providing transportation
services, provide household goods move management services. The
definition of move management services as required under the new cope
of the Tender of Service (s), (DTOS and ITOS) is defined as but not
limited to: Arranging, coordinating, and monitoring an employee's
household goods shipment. Responsibility for carrier performance.
Performing service audits. Performing employee counseling. Providing
customer assistance. Monitoring the completion of the GSA form 3080,
Household Goods Carrier Evaluation Report. Performing claims
preparation, filing and settling. Preparing and performing maintenance
of the Government Bill of Lading. Providing Data Communications
Capabilities. Providing independent staffing for the GSa program.
Monitoring storage-in-transit (SIT) and Providing specific Management
reports. If you wish to apply to provide move management services in
conjunction transportation services, you may download the application
package through the internet at www.kc.gsa.gov/fsstt/whatsnew.htm. If
your application to participate is approved, you will be required to
attend a mandatory briefing to be set at a later date before submission
of rates will be accepted. When you have completed the application,
please return all required paperwork to the following address: General
Services Administration, Federal Supply Service Bureau (6FBX), 4400
College Boulevard Suite 175, Overland Park, KS 66211. The due date for
the return of the application is close of business, 4:30 CST, November
29, 1996. No applications will be accepted after this date. You will be
notified of the status of your approval in writing no later than
