LAVERY (508) 233-4025 (Site Code DAAK60) Soldier Systems Command requires a new contract for Army Community Services (ACS) beginning in February 1997, with option periods for years beyond. Directorate for Personnel and Community Activities (DPCA) at Soldier Systems Command has experienced a full year of contract performance of the ACS functions. Soldier Systems Command (SSCOM) now requires a contract for 1997, with option periods for years beyond that. The contractor shall provide all labor, supervision, equipment, materials and other items necessary to conduct the required Army Community Services (ACS) described here. ACS operates out of Government furnished quarters, with Government furnished computer and office equipment: including IBM compatible pentium computers for soldier use. The ACS program serves a client base of 140 soldiers and dependents working among 940 civilians. Soldiers reside in barracks, in approximately 87 military housing units located at Natick and in surrounding Massachusetts towns; and in approximately 10 local private housing residences (rental). ACS serves as the primary resource agency for developing, coordinating and delivering soldier and family social services support that contributes to overall morale and welfare. ACS is responsible for developing and implementing education and prevention which enhance wellness within the SSCOM community. These include programs which provide information and referral, relocation assistance (including lending closet), consumer affairs information and financial assistance to include Army Emergency Relief, financial counseling and food locker (for provision of emergency food supplies); Sponsorship Program; and a Family Advocacy Program which provides programs and support in prevention of child abuse and neglect and in prevention of spouse abuse. The contractor provides on-site professional staffing coverage for 40 hours per week (comprising 16 hours supporting Family Advocacy and 24 hours supporting the general ACS function) based at the Natick, Massachusetts, facility. SSCOM will require 2 weeks attendance at Family Advocacy training out-of-state.(0323)
