Army Engineering and Support Center, Huntsville, proposed to procure a
software application which will perform a Monte Carlo-based risk
analysis on U.S. Army Corps of Engineers construction cost estimates.
This application, tentatively titled Corps-Risk, must be capable of
performing in conjunction with the Microcomputer Aided Cost Engineering
System for Windows (MFW), and also as a stand-alone program in
conjunction with a spreadsheet. To increase the efficiency and
effectivesness of the development effort, existing Monte Carlo-based
software and algorithms should be used to the maximum extent feasible
in the development of this program. The intention of this contract is
to obtain a use license for a commercial-off-the-shelf software package
which will perform risk analysis, and for the contractor to develop an
interface program between the risk analysis software and MCACES for
Windows. Upon fielding, Corps-Risk will become a module of the
Tri-Service (Departments of the Army, Navy and Air Force) Automated
Cost Engineering System (TRACES), and will be used in support of the
Corps' cost engineering and estimating for Military and Civil
construction and Hazardous, Toxic and Radiological Waster (HTRW)
remediation projects. Services to be provided include but are not
limited to performing studies, design, analysis, development ad
integration of risk analysis software; and providing training and
support (including ''hotline'' support) to the Tri-Service cost
engineering community. Evaluation will be based on the offeror's
knowledge of construction cost estimating (specifically MCACES),
previous development of commercial off-the-shelf Monte Carlo software,
previous development of Windows-based software, quality of work plan
and schedule, ease of changing interface mechanism between MCACES and
Corps-Risk, experience using Monte Carlo methods, quality of project
management and technial staff, previous development of construction
cost estimating software, and existing hotline support. Offerors will
be required to submit both technical and price proposals. It is
anticipated that a fixed-price indefinite delivery, indefinite quantity
(IDIQ) contract will result from this solicitation. Period of
performance will be one year, with options for four additional years.
Solicitation DACA87-97-R-0005 is scheduled for release on or about
12-06-96. Required delivery will be set forth in individual delivery
orders. A pre-proposal conference will be held in Huntsville, AL, full
details will be provided in the solicitation. All responsible sources
may submit a proposal which shall be considered by the agency. This
action is unrestricted. Requests for copies of the solicitation must be

Industrial Code applicable to this procurement is 7379. For purposes of
this solicitation, an offeror whose gross annual receipts over the past
three years does not exceed an average of $18 million is considered a
