Contracted effort includesdocumentation of special warfare tactics; tactical development and evaluation; plans and policy review; operations research and analysis; historical archives research; database development and management; tactical and procedural testing; observation oftraining exercises; equipment test and evaluation; formulation of policies, doctrines and procedures; development of military training curricula and instructional support; combat modeling, simulation and wargaming; command, control, communications andcomputers (C4) studies; preparation of position and concept papers; cost estimation and cost-benefit analysis; feasabilty studies; inelligence studies; and publication support. Specific effort to be directed by issuance of individual task orders.Performance period consists of a 01 October 1997 through 30 September 1998 base period, with four one-year option periods thereafter. Approximately 13,000 direct labor hours are estimated for each performance period. Service Contract Act requirementsapply to this procurement.
