will be unrestricted. The Standard Industrial Classification Code is
1542, General Contractors, Non-Residential Buildings and Warehouses.
The size standard is $17.0 million. The work includes the construction
of a new 185,000 square foot training facility for the Drug
Enforcement Administration, Department of Justice, USA. The training
center building design includes interior spaces that provide classroom,
office, dormitory, dining, and service space. Also included is a 15,000
square foot plaza deck situated over part of the proposed building. The
sitework includes an access road, a perimeter loop road, parking for
350 cars, a vehicular ''drop-off'' circle, the connection to existing
water, sewer and electrical/communication utility services, a new storm
water management pond, and a new sanitary lift station. Total cleared
area of sitework is approx. 11 acres. Also included is the provision of
a 4,200 square foot masonry and wood framed, ''out-building''
(Clandestine Laboratory) with no heating or cooling, to be used for
daytime practical training exercises only. The Navy intends to award
through Best Value Source Selection procedures. Award will be based on
price and other non-priced factors which may include, but are not
limited to: Relevant Experience in construction of training facilities;
Project Staffing; Work Plan; Subcontracting Plan; and Past Performance.
The estimated cost of construction is over $10 million. The projected
issuance date of plans and specifications is 20 December 1996. The
projected date for receipt of proposals is 20 January 1997. Requests
for plans and specifications must be made in writing accompanied by a
check in the amount of $400.00 made payable to the U.S. Treasurer C/O
EFA Chesapeake, mailed or delivered to the above address. This charge
is non-refundable. Contractors within the local area are encouraged to
pick-up a copy of the solicitation at Building 212, First Floor, Plans
and Specs Room at the Washington Navy Yard. Plans and specs will be
