Provide all labor and materials to NOAA and other Government agencies in coastal cleanup strategies involved in the assessment of environmental hazards associated with oil and hazardous materials release. This includes: (1) providing environmental assessments, on short notice, during releases of oil and hazardous materials in coastal areas of the United States, (2) conduct training in the area of environmental sensitivity, (3) identify and develop information sources for advancing the state-of-the-art in the spill/release response operations, (4) develop information to support spill preparedness and planning activities, (5) provide on-site scientific advice to Federal on-scene coordinators and response personnel during an estimated 75 oil and hazardous waste site investigations, and (6) prepare Environmental Sensitivity Index (ESI) mapping of coastal areas of the United States. The period of performance shall be for one base year with four one year option periods. All responsible sources may submit a proposal which shall be considered by the agency. (0320)
