Soliwoda, (407)380-4026 POTENTIAL SOURCES SOUGHT - The U.S. Army
Simulation, Training and Instrumentation Command (STRICOM) has a
requirement for an intelligent data collection device to be named the
Combat Soldier Field Data Collector (CSFDC). The CSFDC, which will be
worn by a soldier as a piece of personal equipment during realistic
combat test exercises, shall be designed to be ruggedized and
environmentally resistant in a stressful field environment. The CSFDC
shall be capable of storing a minimum of 50 Megabytes with an option of
100 Megabytes or greater and shall be able to operate unattended in the
field for up to 14 days without recharging the battery. The weight goal
of the CSFDC is a maximum of 3.5 pounds. The objective size goal is 80
cubic inches maximum with no dimension larger than nine inches. The
required CSFDC carrying case will allow the soldier to attach the CSFDC
to the his/her Load Bearing Equipment. The Army's requirement includes
two different versions of the CSFDC. The Version One unit shall
contain a small low power consumption Global Positioning System unit to
record position location and time data in addition to digital text
messages. The Version One unit shall not necessarily be subject to the
14-day battery requirement. The Version Two units shall contain a very
low current usage time source and collect time data in addition to the
collection of digital text messages, including position data, and
shall be subject to the 14-day battery requirement. During battery
exchanges, the CSFDC shall not suffer memory loss for ten minutes. The
CSFDC shall time tag and, if required, insert position information
before recording all other messages received on the single input
channel on all units. All time-space-position information messages
shall possess sufficient information to perform differential correction
during post mission analysis. As a minimum, the CSFDC must be capable
of recording data from the following electrical interfaces: Single
Channel Ground and Airborne Radio System (SINCGARS), Enhanced Position
Location Reporting System (EPLRS), and APPLIQUE, with an option to
interface with the Near Term Digital Radio. The CSFDC requires a
telemetry and download interface. The collected data shall be removable
with a contractor-furnished method using either a hard-wired or an
electro-optic connection. The Army's requirement is for 30 devices to
be delivered to the U.S. Army Test and Experimentation Command (TEXCOM)
at Fort Hood, TX not later than June 1997. The CSFDC must be ruggedized
because of its intended operating locations at Fort Hood, Fort Lewis,
WA, Fort Irwin, CA, Fort Polk, LA, and other to-be-determined
locations. The Army's requirement includes a Logistics Support Package,
Operations and Maintenance Training for TEXCOM Instrumentation
Personnel, Operations and Maintenance Manuals, and an option for
Contractor Logistic Field Support. This announcement does not
constitute a request for proposals, but is solely for the purpose of
planning by surveying the market for qualified sources interested in
meeting the CSFDC requirement. Interested firms are requested to
respond in writing to Mr. Minor not later than ten days after the
publication of this notice. Telephone calls will not be accepted. The
response shall include the business size and status using a SIC of 3699
and a size standard of 750 employees. The Government reserves the right
to set this acquisition aside for small businesses without further
notice and intends to post any further information concerning this
