MILITARY SPACEPLANE VEHICLE CONCEPTS AND CRITICAL TECHNOLOGY EVALUATION POC R&D Contract, Bldg 7, 2530 C Street WPAFB OH 45433-7607. Ms Jennifer Smith, WL/FIBE, 937-255-6434. The Air Force Space Command (AFSPC) and the Air Force Material Command (AFMC) have formed a joint Military Spaceplane Integrated Concept Team (ICT) to evaluate military spaceplane concepts capable of executing military missions in the mission areas in the mission areas of space control, force application, space information dominance, and/ or space or space force support in, through, and from space and the transatmosphere. The focus of the ICT is on a first-generation spaceplane system using critical/enabling technologies available now or likely to be in the next five years now in production or in the final stages of research and development. To support this evaluation, the ICT will host Military Spaceplane Industry Days to provide the opportunity for interested parties to individually brief members of the ICT on information that may aid in this evaluation. The desired military spaceplane is a system capable of safe, reliable, routine, and affordable ``aircraft-like'' operations. The spaceplane may be single-stage or may be the final stage of a multiple stage system. The spaceplane may be a version of a planned commercial system or may be an entirely new system optimized for military applications. It is envisioned that these vehicles will be operated from CONUS military bases. The spaceplane should be capable of ascending into low earth orbit as well as executing pop-up suborbital flight trajectories involving the release of payloads during exoatmospheric flight. Concepts for spaceplanes capable of carrying very small payloads (hundreds of pounds) through very large payloads (tens of thousands of pounds) are of interest. The team will evaluate both crewed and uncrewed variations on concepts to accomplish these missions. It is desired that military spaceplane concept descriptions presented to the ICT include: (1) Pictorial description of the spaceplane system including dimensions, (2) Descriptions of critical subsystems and unique design characteristics, (3) System performance and mass properties, (4) Basing and operational concepts, (5) Critical/enabling technologies, (6) A development roadmap and schedule including Advanced Technology Demonstrators (ATD), Advanced Concept Technology Demonstrators (ACTD), Engineering Manufacturing Development (EMD), initial production, and operation, and (7) Order of magnitude cost estimates for system research, development, acquisition, and operation and support. Any previous independent review, assessment or validation of the concept should be presented as well as any information relating to the fabrication and testing of hardware which may have been done or is presently underway which directly relates to the concept. The Military Spaceplane Industry Days will be held on 10-12 Dec 96 in Colorado Springs, CO, at a location to be announced. Individual presentations will be made to members of the ICT consisting of government employees, representatives of Federally Funded Research and Development Centers (FFRDC), and support contractors currently holding contracted engineering and technical assistance (CETA), systems engineering and technical assistance (SETA), and contractor advisory and assistance (CAAS) contracts. All information presented and provided to the government will be unclassified. The government will not brief on the activities of the ICT, nor will there be the opportunity for government-industry discussions. Parties interested in presenting pertinent information shall notify the government in writing, by 22 Nov 96, of the person(s) to make the presentation, the organization represented, if any, the title of the presentation, a list of other persons attending the presentation, a day-time telephone number where the presenter may be reached, and a brief abstract of the presentation. Any activity or work involving these presentations is strictly voluntary and gratuitous. Written permission for the ICT to reproduce all information provided in hard copy and electronic forms for distribution only within the U.S. government and to the aforementioned support contractors is required prior to the presentation. Such information may be hosted, at the discretion of the government, on a government computer or computers for the purpose of distributing this information to government employees and the aforementioned support contractors to support the ICT activities. Distribution of this information will be via an encrypted data link that is Air Force approved for the distribution of sensitive, unclassified government information not releasable to the public. Proprietary information, subject to the conditions described herein, is acceptable. All proprietary information is to be clearly marked. The responsibility for marking proprietary information, including information provided in electronic format, resides with the party providing the information. Proprietary markings will be retained when this information is hosted on a government computer and distributed to ICT members. Presenters and any others providing information to the government will, upon request, be notified of the specific FFRDC, CETA, SETA, and CAAS organizations that will have access to information presented to the government. The presenter and all other information providers assume all responsibility for executing any computer-to-company agreements with these government support contractors that they believe necessary to adequately protect their proprietary information. The number and length of the presentations is expected to be limited due to the availability of meeting facilities and constraints on the travel of the ICT members. The government will attempt to accommodate all interested parties within these limitations. However, the government reserves the right to limit the number and length of the presentations. The government will notify each presenter of the starting time and length of the presentation. If the government is not able to accommodate all interested parties, information may be submitted to the ICT in hard copy or electronic format.
