Institute of Justice (NIJ) requires support for the implementation of
all Professional Conference Series (PCS) activities. The PCS is the
means by which NIJ provides a variety of justice-related meetings and
conferences as forums for developing research, evaluation, and
demonstration programs and for communicating and disseminating the
results of these programs to policy makers, practioners, and the
research community. The requirements include but are not limited to the
following tasks. Task 1) Create Forums for Discussion and Development
of Research and Program Ideas and Strategies. This task includes
preparing and implementing developmental meetings, executive seminars,
and national symposia. Task 2) Create Forums for Dissemination of
Research, Evaluation, and Program Development Results. This Task
includes preparing and implementing national conferences and regional
workshops. Task 3) Create Support Mechanisms and Communication
Structures to Assist New or Ongoing Research, Program Developement, and
Demonstration Programs. This task includes preparing and implementing
cluster conferences, host-site visits, and technical assitance visits.
Task 4) Provide On-going Direction, Coordination, and Administrative
Support, which encompasses all aspects of contract managment, including
but not limited to: planning the work, hiring staff and consultants,
establishing subcontracts when appropriate, supervising work to assure
quality of services and control of costs, and ensuring that contract
products and reports are provided on time to the Government. In
addition, the Contractor shall coordinate all travel arrangements,
shall process all payments, and shall maintain the necessary records
for all activities. The proposed procurement will be a 36-month effort,
incrementally funded beginning on or about May 2, 1997. It is
anticipated that the resulting contract will be an indefinite
delivery/indefinite quantity type, with delivery orders issued on a
time and material basis. The contract will include an option for
increased quantities for each of the three twelve-month incremental
contract periods. Proposed evaluation criteria will emphasize technical
approach and past performance. Cost will be secondary in importance.
