The purpose of this procurement is to acquire services to perform interrelated tasks to accomplish chemical assessment during release of oil and hazardous materials primarily in the coastal areas of the United States, conduct training in chemical hazard assessment, provide analytical support and develop and identify information sources for advancement of state-of-the-art hazardous spill response operations. The selected firm will be responsible for providing such services as 1) providing detailed reports, in short notice, of chemical hazards associated with chemical incidents, 2) design chemical sampling protocol, 3) locate, evaluate, and recommend possible sites for collection of control samples, 4) coordinate Federally funded chemical and toxicological studies, and 5) have suitable analytical laboratories. The proposed period of performance will be one year starting approximately July 1, 1997, with four one-year option periods. The proposed contract type will be a cost-plus-fixed-fee type contract.
