The contractor shall deliver, assemble, install and make fully operational a Farrel Technolab model BR-1600 laboratory size Banbury mixer for the U.S. Army Research Laboratory (ARL) Aberdeen Proving Ground, Maryland. At a minimum, the mixer shall consist of a totally enclosed system, a 40 HP variable speed motor, a drop door, a dust control system, a ram position indicator, sound levels under 85DBA, an automated data storage system, and disablement of the system if improper procedures are implemented, including formal training and industry standard warranty. Delivery shall not be made prior to 1 April 1997, unless agreed to by the Contracting Officer at least 10 days prior to delivery. Delivery shall be made at the ARL Aberdeen Proving Ground. The period of performance shall not exceed 150 days without options. It is intended to award a sole source contract to Farrel Corporation, 25 Main Street, Ansonia, CT 06401-1601, pursuant to 10 U.S.C. 2304(c)(1). Market research has demonstrated that Farrel Corporation, is the only vendor capable of meeting the Government's minimum needs. Firms that recognize and can produce the required item described above are encouraged to identify themselves and give written notification to the Contracting Officer, and provide supporting evidence to the Contracting Officer within (15) calendar days after date of publication of this synopsis. The final determination by the Government not to open this requirement to competition, based on any information provided, is solely within the discretion of the Government.
