U -- MDS-DESIGNER PACKAGE AND MDS-PROGRAMMER PACKAGE TRAINING COURSES SOL DACA87-97-R-0006 DUE 120596 POC Contract Specialist Laura Wilbourn (205) 895-1171 (Site Code DACA87) The U.S. Army Engineering Support Center, Huntsville, intends to award a sole source contract for instructional services for the MDS-Designer Package and MDS-Programmer Package training courses. The basis for this action is 10 U.S.C. 2304(c)(1). The justification for this sole-source action is that it is impractical to attempt to solicit open-competition for the revision/update and initial teaching of the MDS courses because IdeaGraphix is the only firm knowledgeable with the MDS software and has the proven ability to teach the use of CADD programs. The district engineer officers of the U. S. Army Corps of Engineers must be trained to implement the MDS software as design agents for the USAR and NGB programs starting in October 1996. Offeror shall provide (other than those provided by the Government) all services, personnel, materials, audio visual aids, training aids, and travel and lodging necessary to develop, administer, and instruct this course of instruction. These courses introduce the overall operation and use of the MDS and the application of the system to design Army vehicle maintenance facilities, Army Reserve Centers, and armories. The Contractor shall provide six instructors. This will be an indefinite quantity contract. The known course date for MDS Designer Package in Huntsville, AL is 6-10 Jan 97. The dates for the FY97 courses for MDS-Programmer Package are to be determined. There will be a requirement for sessions for Option Years FY98 and FY99. Other technical evaluation criteria will be set forth in the solicitation. This is not a formal solicitation. The synopsis of intent to award a sole source contract is not a request for proposals/offers. Contractors who can provide the U. S. Army Engineer Division with the above services to develop student course materials and instructor teaching materials, and administer and teach the course as specified above are invited to submit in writing an affirmative response which includes, as a minimum, the proposed credentials and qualifications, any applicable pricing data, and any additional information indicating a bona fide ability to meet this specific requirement. All responsible sources may respond to this synopsis, and all such responses will be considered by the agency. See Numbered Note 22.(0317)
