L -- ENGINEERING SERVICES FOR COLLINS AVIONICS SYSTEMS SOL DTCG38-97-R-300003 DUE 122396 POC Contact Nancy DeBerry, Contract Specialist, (919)335-6180 or Martha Hebrew, Contracting Officer, (919)335-6557 The U.S. Coast Guard has a requirement for Sustaining Engineering and Field Technical Support services for the Rockwell-Collins integrated avionics systems and avionics peculiar ground support equipment (PGSE) used on approximately 96 HH-65 rotary wing short range recovery (SSR) aircraft, 20 HU-25 fixed wing medium range search (MRS) aircraft, 43 HH-60J medium range recovery (MRR) aircraft, and 30 HC-130 long range search (LRS) aircraft. Services to be performed include maintenance analyses to investigate problems which may affect safety of flight conditions with regard to the equipment mentioned above, analyses and testing to define and determine the magnitude of problems and the recommended corrective actions including nonrecurring engineering, the generation of engineering change proposals, inspections and procedural changes. The Contractor shall provide: engineering advice, information and training for Coast Guard personnel, logistical studies to support plans and life cycle cost data. Examples of specific projects may include nonrecurring engineering to upgrade the CTS-81 automatic test equipment with supportable module, modification of existing avionics designs to meet new operational requirements and ?integration of a block of new or improved avionics systems into existing system software to solve wiring and drive train monitoring shortcomings. Services are to be performed both at Contractor's plant and in the field. The work will require the use of Rockwell Avionics Systems proprietary data for HC-130, HU-25, HH-60J and the HH-65. The work will also require modifying existing Avionics Systems software as well as integrating software modules into the old architecture. The Coast Guard intends to negotiate with the Original Equipment Manufacturer, Rockwell Collins of Cedar Rapids, IA. The solicitation will be issued on or about 23 December 1996. Firms that believe they have the capabilities to provide the aforementioned services must submit a full capabilities statement with their proposal demonstrating their ability to perform the required services on the specific aircraft including description of facilities, equipment, management, personnel and previous experience. The Coast Guard does not own, nor can it provide, drawings or specifications for these items. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
