COMMERCE BUSINESS DAILY ISSUE OF NOVEMBER 14,1996 PSA#1721Commander, Naval Air Warfare Center Weapons Division, Code 210000D, 1
Administration Circle, China Lake, CA 93555-6100 A -- ADVANCED DEVELOPMENT OF INSENSITIVE MUNITIONS SOL N68936-97-0051
DUE 121996 POC Anita R. Dale, Contract Specialist, (619) 939-9656 or
Doreen Paul, Contracting Officer, (619) 939-9665. The Naval Air Warfare
Center, Weapons Division (NAWCWPNS), China Lake, CA, is sponsoring a
Broad Agency Announcement (BAA) under the Insensitive Munitions
Advanced Development (IMAD) program. The IMAD program has been
established to develop and aid the implementation of appropriate solid
rocket propulsion technology into operational systems. The Navy wishes
to identify and explore new concepts or principles that will provide
high performance tactical rocket motors with minimum threat to
personnel and equipment without losing performance or effectiveness.
Solid propellant rocket motor developers and other qualified sources
are invited to submit abstracts for the development and demonstration
of solid propellant rocket motor insensitive munitions technology. The
research effort should focus on meeting the propulsion requirements of
one of the following missiles or their officially recognized successor:
AMRAAM, HARM, RAM, STANDARD MISSILE, TOMAHAWK. Additional areas of
interest include IM technologies applicable to large metallized solid
propellant tactical booster motors, High performance IM minimum smoke
propellants, Theatre Ballistic Missile Defense, new propulsion
concepts, ATD's that are slated to be funded such as Low Cost Missile
System Booster, MAKE and Naval Surface Fire Support. Prospective
offerors shall prepare and submit an abstract which describes the
effort proposed and includes data to sustain why this approach will
benefit the selected system. A systems approach should be taken.
Abstracts will be evaluated based on the following criteria listed in
descending order of importance with items 4 and 5 being equal: 1)
Overall applicability to the Navy's mission and the suitabilty of the
approach presented for the selected system; 2) the techical merits of
the proposed approach and its contricution to the IM solid propellant
technology base; 3) the offeror's capabilities, related experience and
facilities or unique combinations of these qualities that are integral
factors for achieving the proposed objective(s); 4) the experience of
the principal investigator and the team's key personnel who are
critical to achievement of the proposal objective(s); 5) the offeror's
record of performance in solid propellants or directly related fields;
and 6) the reasonableness and realism of proposed costs and fee and the
availability of funds. The magnitude of effort and the number of
contracts to be awarded will depend upon the availability of funds.
Abstracts shall include cost estimates associated with the proposed
effort, to include a breakdown of estimated costs into tasks/phases and
a total cost summary. Discussions will be held with those offerors
submitting abstracts determined to be of interest to the Government.
The Government's interest will be determined by comparing the
abstract(s) submitted to the stated criteria. A BAA Packet re-stating
the above criteria and providing detailed information for developing
and submitting a proposal, if requested to do so, is available. To
obtain a copy of the BAA packet, send your written request to: Naval
Air Warfare Center, Weapons Division, ATTN: Code 210000D, Anita Dale,
1 Administration Circle, China Lake, CA 93555-6100, or fax your request
to 619-939-7510. No portions of this BAA have been set-aside for
competition by historically black colleges and universities and
minority institutions. This BAA is open for the submission of abstracts
until 12/19/96. (0317) Loren Data Corp. http://www.ld.com (SYN# 0008 19961113\A-0008.SOL)
