Ball/Contracting Officer, M. J. Williams. Sources sought to provide the
following: 1) Base item: The work required in the Base Item includes:
field investigations of existing conditions, design and construction of
wholehouse repair and revitalization of 326 housing units including
sitework, design and construction of entry signage at various site
entries and the reconfiguration of the commercial center parking lot
entry at Aero Drive and Santo Road. Asbestos and lead paint
abatement/encapsulation in the 326 units shall be included in the Bid
Item price. 2) Option 0001: Firm Fixed Price for renovation of the
Chollas Transmitter Building for reuse as a Community Center and
Housing Offices. Historic restoration requirements have been included
in the plans and specifications and have been coordinated with the
State Historic Preservation Office (SHPO). Option 1 is fully designed
and no additional design work is required. Work under Option 0001
includes but is not limited to the following items: Demolition,
asbestos and lead paint removal, concrete and masonry work, rough
finish carpentry, historic woodwork and roof tile restoration,
mechanical and electrical systems, historic reproduction of doors and
windows, floor and wall finishes. 3) Option 0002: Firm fixed Price for
renovation of 3 single story and one two story quarters. Historic
restoration requirements have been coordinated with the State Historic
Preservation Office (SHPO). Option 2 is fully designed and no
additional design work is required. Work under Option 0002 includes but
is not limited to the following items: landscaping and irrigation,
sidewalks and site utilities, demolition, lead paint removal,
replacement of wood framing, sheathing, windows and doors, removal and
reinstallation of roofing tile, plumbing, mechanical and electrical
systems, interior finishes. The contract is to be awarded to the
responsible offeror who submits the proposal considered to be the most
advantageous to the Government considering ''Price'' and ''Technical''
evaluation factors. The following evaluation criteria has been
established: Factor 1 (Price) and Factor 2 (Technical) which are
weighted approximately equal. Within the ''Technical'' factor the
fllowing subfactors are listed in order of importance: Subfactor ''1''
Past Performance, Subfactor ''2'' Design Quality, Subfactor ''3''
Quality and Durability and Energy Efficiency of Proposed Materials
including Recycling, Subfactor ''4'' Contractor/A-E/Subcontractor
Experience, Qualifications, Subfactor ''5'' Subcontracting Effort.--A
preproposal conference is set for 10 December 1996 at 1:00 p.m. local
time at Southwest Division Naval Facilities Engineering Command, 1220
Pacific Hwy., San Diego, Ca. Participants must reserve seating a
minimum of two (2) days in advance of the conference date by contacting
Vickie Ball at (619) 532-3698.--This is not a public bid opening.-- The
estimated cost is between $25,000,000 and $100,000,000.--Firm Fixed
Price Construction Contract. Proposals will be considered from all
responsible sources.--This project is unrestricted.--The Standard
Industrial Code is 1521 and the annual size standard is $17
milllion.--It is recommended the subcontracting plan goals reflect a
minimum goal of 15% for Small Disadvantaged Business Subcontracting
Efforts.--Potential proposers should request in writing stating RFP
number N68711-96-R-2242, with complete name, address, area code, and
phone number and whether bidding as a prime/subcontractor/supplier.

532-2084 for charge.--Checks are to be made out to DEFENSE PRINTING
SERVICE.--FEES ARE NOT REFUNDABLE--Mail requests to Southwest Division,
Naval Facilities Engineering Command (Plan Issue), 1220 Pacific
Highway, Bldg. 132, San Diego, CA 92132-5187, however, requests will
not be processed until your check has been received by this
office.--Submit one (1) check per project.--Solicitation packages are
limited to two (2) per prime and one (1) per
subcontractor/supplier.--Plans and specifications will be available on
