010497 POC Contract Specialist, MARYANN BETTENCOURT The Federal
Communciations Commission (FCC) intends to issue an RFP for a study to
examine market entry barriers for small businesses in the
telecommunications industry. As a result of the passage of the
Telecommunciations Act of 1996, Section 257, the FCC is required to
undertake a proceeding to identify and eliminate market entry barriers
for small businesses in the telecommunication industry. Section 309(j)
of the Communications Act of 1934 requires the FCC to further
opportunities in the auctioning of wireless services for businesses in
various telecommunications services. The Contractor will be required
to develop and evaluate data on small business participation in certain
sectors of the telecommuncation market. The Contractor will also be
required to examine market entry barriers that exist for small
businesses and determine whether there are unique barriers for
businesses owned by minorities or women, and if so, whether any such
barriers are the result of discrimination. The solicitation will be
available on or about December 15, 1996. All responsible sources may
submit an offer which shall be considered by the agency. All requests
