and a full version of this document will be faxed to you. The Naval Air
Warfare Center Aircraft Division (NAWCAD) intends to procure
Engineering and Technical Services (ETS) to support the design,
integration, test, evaluation, and maintenance of Navy Air Traffic
Control and Landing Systems (ATC&LS). Specifically, the required
support will include, but is not limited to, the following taskings:
(1) Integrated Logistics Support, (2) System Configuration Management,
(3) Systems Installation and Design Specifications, (4) Technical
Manuals, Installation Control Drawings (ICDs) and Engineering Drawings,
(5) Equipment Engineering Change Proposals (ECPs) and Field Changes
(FCs), (6) System Certification, Technical Assistance and Training, (7)
Repair and Restoration, (8) Research Development, Test and Evaluation
(RDT&E) Projects, (9) Safety, Human Engineering and Quality Assurance
(QA), (10) Mission Critical Computer Resources, and (11) Test Bed
Maintenance and Operation. It is anticipated that the solicitation will
be issued on an unrestricted, full and open competitive basis.
Furthermore, the procurement will be conducted on a ''best value''
basis requiring the submission of cost/price, technical, and past
performance proposals. The technical proposal, with consideration to
past performance, will be more important in the overall evaluation base
than the price proposal and will address the following factors:
technical approach, management approach, and personnel qualifications.
The contract will have a basic ordering/performance period of 12
months with four (4) one-year options. The estimated number of hours
for the basic contract is 118,000. The estimated hours for options
years one through four, respectively, are as follows: Opt I=118,0000,
Opt II=118,000, Opt III=118,000, Opt IV=118,000. The contemplated
contract type is a cost plus fixed fee (CPFF), level of effort
(LOE)/term type contract. All responsible sources may submit a proposal
which shall be considered by the agency in response to this
solicitation. The request for proposals will be issued on or about 09
Dec 1996. A pre-proposal conference will be held, and the time and date
will be set in the RFP. Any correspondence in reference to this
