Department of Energy (DOE), Albuquerque Operations Office (AL), intends
to issue a solicitation for the acquisition of a support service
contract for specialized technical support and expertise to assist the
Office of Technical Management and Operations, Office of National
Defense Programs, Amarillo Area Office (AAO), and the Kirtland Area
Office (KAO) in planning, developing, coordinating, conducting and
implementing assigned mission programs. This procurement will be set
aside for small businesses under SIC 8711 ($20 million) and will be
procured by issuance of a competitive Request for Proposal (RFP). The
support services to be provided include (1) assessing the effectiveness
of Management and Operating (M&O) Contractor Operational Readiness
Review (ORR) programs by reviewing their procedures, results, and
lessons learned from contractor readiness review activities, developing
readiness review training materials, supporting DOE's responsibilities
for operational surety review of M&O contractor Plans of Action, and
support in conducting ORR's, (2) assisting in the review of rules and
on-going rule activities issued under the Price Anderson Amendment Act,
(3) assistance in responding to Defense Nuclear Facilities Safety Board
(DNFSB) recommendations/correspondence and assistance implementing
DNFSB recommendations such as 95-2 (Integrated Safety Management) at AL
and AL sites, (4) providing technical advice and assistance to DOE
regarding the Facility Representative (FR) Program and providing
support in training FR's, (5) providing support in the review of
Conduct of Operations facility specific plans and program
implementation and training of personnel, (6) providing technical
advisory support to the AAO in interfacing with DNFSB and other
external oversight organizations on technical issues relating to
conduct of operations, readiness review processes, and safety and
health, (7) providing technical advice and assistance to the KAO in
their Facility Representative and Conduct of Operations Programs, (8)
providing specialized support in the areas of nuclear safety and
authorization basis management of hazard operations and facilities
within the DOE AL complex. Support will include planning, coordinating,
managing, implementing and providing expert technical advice in
activities which include nuclear reactors, nuclear and nonnuclear
facilities, accelerators, nuclear criticality, hazardous material
packaging/transportation safety, Title I and II facility planning and
design reviews, authorization basis for operations, and review of
Safety Analysis Reports (SARs), (9) providing support to DOE AL Weapons
Quality Division as required by DOE Order 5660.1B, ''Management of
Nuclear Materials'', (10) support for the Contractor Performance
Assessment Program which establishes and manages the appraisal process
of contractors at AL sites on Environment, Safety & Health (ES&H),
emergency management, safeguards and security, technical management,
and operations. Support will include assistance incorporating
risk-based techniques into the assessment process, reviewing applicable
regulations to identify ES&H oversight requirements, assistance in
developing an AL ES&H performance measurement program and investigating
and performing analyses of trends identified at AL sites, (11)
providing technical advice and assistance in effectively implementing
DOE Order 5610.10A (to be revised to 452.1), ''Nuclear Explosive and
Weapon Surety Program,'' and DOE 5610.11A (to be revised to 452.2),
''Safety of Nuclear Explosive Operations, '' and their associated
Guides and Standards, (12) support in the development and
implementation of DOE AL's ''toolbox'' approach to risk management by
developing and maintaining risk management models, (13) assistance in
reviewing Configuration Management plans, reports and documents from
DOE M&O Contractors, DOE Headquarters organizations, DOE AL
organizations, or outside agencies and support in the implementation of
DOE Standard 1073-93, ''Guide for Operational Configuration Management
Program,'' Parts I and II, November 1993, and AL CM Expectation
Document, dated April 12, 1996, (14) support to Weapons Quality
Division in training and certifying personnel to meet job performance
requirements in weapons quality functions covering both general quality
control and weapons specific knowledge. A potential exists for an
Organizational Conflict of Interest (OCI) for firms which have
supported M&O Contractors reporting to DOE/AL in preparing documents
(i.e. Safety Analysis Reports, site development plans, conceptual
designs, etc.) or developing programs which will be reviewed or
assessed under this proposed contract. Anticipated qualifications for
specialized expertise, are as follows: ''Project Manager'' - Bachelor's
degree in engineering or a scientific discipline, with a minimum of
five (5) years experience in his/her technical related discipline and
five (5) years experience in the management of a contract similar in
scope to this procurement with a demonstrated background of success in
such endeavors, ''Two (2) Operational Readiness Review Specialists''
- Physical Scientist or General Engineer with a background in the
nuclear industry (DOE, Department of Defense, or commercial) (minimum
Bachelor of Science (BS) degree in any of the physical sciences, i.e.,
nuclear, chemical, physics). Individual should have a minimum of five
years experience with the readiness review process (startup and
restart of nuclear and/or nonnuclear facilities), ''Two (2) DNFSB
Experts'' - Bachelor's degree with at least one year experience related
to past DNFSB activities, ''AAO DNFSB Expert' - Individual must have at
least three years of demonstrated experience with DNFSB recommendations
related to defense programs, i.e., 93-3, 95-2, etc. and ability to
provide technical assistance in areas such as conduct of operations,
readiness review process, and safety and health, ''AAO Conduct of
Operations (ConOps) Specialist'' - Physical Scientist or General
Engineer (minimum BS degree in any of the physical sciences, i.e.,
nuclear, chemical, physics). Individual must have a minimum of 10 years
operating experience in the nuclear area (i.e., power reactor, nuclear
navy, Nuclear Regulatory Commission (NRC), etc.), ''KAO FR/ConOps
Specialist'' - One person or a combination of persons estimated not to
exceed one (1) Full-Time Equivalent with the following combination of
qualifications: Physical Scientist or General Engineer (minimum BS
degree in any of the physical sciences, i.e., nuclear, chemical,
physics). Individual(s) must have a minimum of 10 years operating
experience in the nuclear area (i.e., power reactor, nuclear navy, NRC,
etc.) and a minimum of 3 years experience in developing formal
technical training and qualification programs. DOE AL facility specific
knowledge is strongly desired, ''NSD Task Manager'' - BS degree in
engineering or a BS degree in any of the physical sciences, i.e.,
nuclear, chemical, physics, with at least 10 years of experience in
nuclear facility safety (an Advanced degree is desirable), ''Four (4)
NSD Senior Safety Analysts'' - BS degree in engineering or a BS degree
in any of the physical sciences, i.e., nuclear, chemical, physics,
with at least 10 years of experience in nuclear facility safety (an
Advanced degree is desirable), ''Four (4) NSD Safety Analysts'' -
Engineers or scientists (BS in any of the physical sciences, i.e.,
nuclear, chemical, physics) specializing in one of the following areas:
nuclear facility safety, reactor safety, accelerator safety,
hazards/accident analysis, safety analysis, probabilistic risk
assessment, mechanical/structural/civil/seismic analysis, nuclear
criticality analysis, transportation safety, natural phenomena,
electrical safety, chemical/explosive safety, Safety Analysis
Reports/Technical Safety Requirements/Unanswered Safety Questions,
nuclear weapon safety, or a related area, ''Three (3) Senior Physical
Scientist/Engineers (PAD)'' - Persons providing expert technical advice
and assistance in each of the work elements in the areas of
environmental/health sciences, nuclear safety, and safety analysis who
have a BS or engineering degree, and at least three years experience
on at least two of the following programs within DOE: evolution of
standards, assessment activities, performance measures, and
authorization bases, ''Risk Management Analyst'' - Programmer skills to
develop/modify models with current and extensive knowledge in risk
management methodologies and systems, task management skills, ''Nuclear
Materials Management (NMM) Task Manager'' - BS in Chemistry, Biology or
Physics and three years experience in DOE Nuclear Materials Management
and Nuclear Materials Control and Accountability with knowledge of
Nuclear Material Management Safeguard System (NMMSS) nuclear materials
inventory data and Master Nuclear Schedule operations and data, and
skills in developing technical/scientific documents, ''NMM Specialist''
- BS Degree and two years experience in DOE Nuclear Materials
Management and Nuclear Materials Control and Accountability with
knowledge of NMMSS nuclear materials inventory data and Master Nuclear
Schedule operations and data, and skills in developing
technical/scientific documents, ''Nuclear Explosive Safety Division
Physical Scientist or General Engineer'' - Minimum BS degree in any of
the physical sciences, i.e., nuclear, chemical, physics, electrical.
Individual must have a minimum of 10 years experience (e.g., power
reactor, nuclear navy, NRC, etc.), and a minimum of three years
experience in the nuclear weapons or power plant field. DOE AL facility
specific knowledge is strongly desired, ''Technical Training
Specialist/FR Program'' - Physical Scientist or General Engineer
(minimum BS degree in any of the physical sciences, i.e., nuclear,
chemical, physics). Individual must have a minimum of 10 years
operating experience in the nuclear area (i.e., power reactor, nuclear
navy, NRC, etc.) and a minimum of three years experience in developing
formal technical training and qualification programs. DOE AL facility
specific knowledge is strongly desired, ''Conduct of Operations
Specialist'' - Physical Scientist or General Engineer (minimum BS
degree in any of the physical sciences, i.e., nuclear, chemical,
physics), individual must have a minimum of 10 years operating
experience in the nuclear area (i.e., power reactor, nuclear navy, NRC,
etc.), DOE AL facility specific knowledge is strongly desired,
''Configuration Management (CM) Senior Engineer or Physical Scientist''
- BS degree and a minimum of five years experience in CM principles in
either industry or government, ''WQD Quality Training Specialist'' -
Bachelor's degree, preferably in an engineering or technical field, and
a minimum of five years experience developing training for scientific
disciplines which involved analyzing job requirements and developing
training materials to meet requirements. The proposed contract type
will be a Cost Plus Fixed Fee Term (Level of Effort) with Task
Assignments for a base period of three years with two one-year options.
