This Synopsis announces the issuance of a Federal Emergency Management
Agency (FEMA) solicitation for a contemplated contract with a Service
Provider/Contractor who will serve as the FEMA Agent for multi-agency
Federal/State/Local Federal Government Emergency Management
telecommunications related duties for which FEMA has overall
responsibility as part of its mission.The solicitation calls for
centralized acquisition, provisioning and billing of local telephone
services related to the deployment of equipment, and engineeringsupport
and administration of information systems used in support of this
requirement. FEMA requires Contractor support for establishing and
managing local telecommunications and information systems network
related services to itsfull range of facilities, and the administration
of information systems used to provide this centralized function. The
solicitation will be divided into separate tasks which range from
centralized acquisition, ordering and coordination of local
telecommunications services; centralized ordering of telecommunications
equipment; telecommunications bill consolidation and vendor payment;
administration of FEMA's Telecommunications Information Management
Accounting and Control Systems (TIMACS); telecommunications systems
integration and engineering support. FEMA may require international
efforts on occasion. The Offeror must provide support for all of FEMA's
emergency telecommunications requirements within 24 hours of receipt of
an order. In order to meet the requirements of this contract the FEMA
agent must procure and pay for all services directly from each service
provider and consolidate all billing data and present a consolidated
bill to FEMA. This process shall of necessity require that the agent
employ and utilize a sufficient quantity of working capital to ensure
that services are retained without disruption on a continuing basis.
Services provided through the Contractor as the FEMA Agent shall be
fullycompliant with the provisions of the Telecommunications Act of
1996. The periodof performance of this requirement will be one year
with four one year option periods. The anticipated RFP release date is
on or about December 3, 1996. To obtain a copy of the RFP, please

make multiple awards from the solicitation. The anticipatedcontract
will be awarded to the offeror(s) providing the greatest value to the
