intends to purchase on a sole source basis the following VALYN
International Valyn Visar Model VLNL-04 Velocity Interferometer System.
The Visar System shall include the following: (1) a fringe constant
range from at least 100 to 1800 meters per second per fringe; (2) a
push-pull (conjugate signal) system configuration; (3) a push-pull data
reduction program for a PC; (4) a collimator and polarizing
beamsplitter assembly for 1000 micrometer diameter fiber optic cable
for reflected light for increased light efficiency; (5) a velocity
measurement accuracy of plus or minus 2.0 meter per second or better;
(6) one nanosecond or smaller risetime for photomultiplier units; (7)
electrical power of 110 volts; (8) the system must contain a fifth
photomultiplier unit (in addition to basic four units) to assist system
data reduction by measuring the presence and amount of intense white
light that may occur in some experiments; (9) size to permit optional
mounting in standard 19 inch wide electronics rack; and (10) system
designed to use 514.5 nanometer argon ion laser light. In addition to
a complete visar, the system shall include the following: 2 rackmount
kits for the power supplies, and an assembly for splitting the light
beam from a fiber optic visar probe cable into 2 light beams for fiber
optic input into 2 visar systems. A patent was granted on 2 January
1996 for a multi-etalon VISAR interferometer having an interferometer
frame of high stiffness with a linear elongated slide bar. There is,
also, a patent on the fiber optic probes. Because of these patents,
VALYN Visars is the only system with adjustable VPF constant which is
so small, portable and ease of use, and specifically designed for and
used in shock-wave experiments. The Government requires this Visar
System to replace an obsolete Visar which is used to measure shock
properties of materials. At present, Valyn Visar probes are used for
the real-time gas gun experiments and all target assemblies have been
designed for the size and optical characteristics of this probe.
Selection of a different Visar system and probes would mean the
redesign and fabrication of new target assemblies. Award is to be made
under Simplified Acquisition Procedures. All responsible sources shall
provide manufacturer's specifications with their faxed quote by close
of business 27 November 1996 which shall be considered by the Naval
Surface Warfare Center, Dahlgren Division, Dahlgren, Virginia

THE GOVERNMENT SHALL NOT ISSUE A WRITTEN QUOTE AS ALL ITEMS ARE CALLED
OUT IN THIS CBD NOTICE. This procurement will be awarded on an all or
none basis. All items shall be shipped FOB Destination to the Naval
Surface Warfare Center, Dahlgren Division, Dahlgren, VA 22448-5100.
Anticpate award to be made by 4 December 1996 with delivery by 6
