1541, FB#3, Washington, (Suitland, MD) DC 20233 - Notice of Intent that
the Bureau of Census intends to procure brand name or equal commercial
products for a security and access control system at the BOC. The
system shall meet the following requirements: The system shall
incorporate the Oracle RDBMS and utilize Oracle's latest version of
Developer 2000. The data management component of the system shall be
implemented via the standard Oracle data management tools of Discover
2000, Forms 4.5. Reports shall be supported using Oracle Reports and ad
hoc reporting shall be supported using Oracle's Data Browser. The
system must have an open architecture. The system must provide a
Command & Control Module which will provide host-based services for the
command and control of all separate subsystems (Access Control, IDS,
Integrated Badging, Operator command Stations, etc.) subordinate to the
Oracle database. The software must not limit the number of readers,
badges, alarm points or outputs. Only hardware limitations such as the
disk capacity, the number of readers installed, the number of ports,
etc. shall limit the size of the system. The system must provide
extensive diagnostics. In particular, the system shall provide
diagnostic utilities which shall permit the trained technician to
precisely analyze the message flow and content between the host
computer and the field panels. Every information-carrying message must
be displayable. The message display must include the actual data
received from the field panel and an interpretation of the message so
that specific diagnostic problems may be easily identified. The system
shall provide the trained technician the diagnostic utilities which
will support interrogation of field panels and attached components for
the stored data content of the panels and the status of the
components. This utility shall work in concert with the usual operation
of the system. It shall not be necessary to interfere with normal
system operation when a check of the data in a panel is desired.
Diagnostic utilities must be both locally and remotely operable. Remote
users who may dial in or who are network connected to any particular
system must be capable of executing all system diagnostics without
actually being present at the site of the actual computer. This level
of access must be password protected. The system software modules shall
communicate with each other over Ethernet networks using TCP/IP as the
basic protocol. FTP, Telnet, NFS, and X-Terminals shall be supported
by the application. The system network communications shall be 100%
compatible with the IEEE 802.3 LAN standard. The BOC has completed
market research and believes that American Magnetics (AMAG) has
products that meets all of the requirements. All responsible sources
capable of meeting these requirements are invited to respond to the
announcement by submitting information to include complete technical
capabilities, pricing, and any other information which demonstrates
their ability to meet this need. This information will be considered
only if it shows clear and convincing evidence that interested sources
can meet the requirements of the government, and that it is
advantageous for the government to consider such sources. Detailed
capabilities must be submitted to the above referenced address (Attn:
Michael L. Palensky) within 30 days of the date of this notice. This
synopsis is not to be considered a request for quotations or proposals.
If the Government determines that other sources are capable of meeting
the requirements, the Government will prepare a request for quotation
or proposals and this announcement will be considered the solicitation
announcement. No solicitation document is available at this time and
telephone requests will not be honored. No contract will be awarded on
the basis of offers received in response to this notice, but will be
used to determine if comparable sources are available and more
advantageous to the Government. If no affirmative written responses are
received, a contract for AMAG products will be issued without further
