Warfare Center, Dahlgren Division is seeking sources for
commercial-off-the-shelf (COTS) spectrum management equipment. Both a
mobile and a fixed site are being considered. Both sites must be
capable of performing the following functions: (1) Monitor
communications frequencies (10 KHz to 2 GHz AM, FM, and WFM), and
automatically record and time tag activity with WWV time data; (2)
Display and provide hard copies of amplitude vs frequency plots for any
desired portion of the spectrum between 10 KHz and 40 Ghz. The
amplitude vs frequency plots described here must include the start/stop
frequency, power reference level, dB/division, time of day, date, and
a movable marker with center frequency and power level indications; (3)
Make pulse repetition frequency (PRF) measurements for 500 MHz to 40
Ghz; (4) Measure percent modulation, FM deviation, frequency bandwidth
and center frequency for 10 KHz to 40 Ghz; (5) Make calibrated power
measurements for 10 KHz to 40 Ghz; and (6) Provide direction finding
capability for 10 KHz to 40 GHz with a bearing accuracy of +/- 2
degrees for a 8 dB signal to noise ratio. HF-SSB, VHF-FM, and UHF
transceivers are required for the fixed site and a VHF-FM transceiver
is required for the mobile site. The mobile site must include the
necessary equipment to measure and plot electric field intensity on a
power vs frequency graph as described in MIL-STD-461D RE102 and RE103.
All proposed fixed site equipment should be capable of being
controlled by an external computer terminal via a standard interface
such as IEEE-488. Fixed site equipment which has COTS control software
available for Windows is desirable. Windows 32 bit control software is
highly desirable. It is requested that offerors submit high level data
sheets for all proposed subsystems. A block diagram (one each for the
mobile and fixed site) showing signal distribution and subsystem
interconnection would also be helpful. A cover sheet which associates
the proposed subsystems with the requirements met is required. It is
also requested that offerors provide a non-binding, rough order of
magnitude (ROM) cost estimate for their proposed equipment. Offerors
who cannot meet all the requirements can submit a data package and ROM
which addresses only a portion of the requirements so long as the
requirements met and the requirements not met are clearly identified on
the cover sheet. This is not a request for proposal nor does the
Government intend to pay for the requested information. Submit
