Qualified Subcontractors Sought, SOL RFP 3589-SC-WP471. MK Ferguson
Company (MK-F), is currently performing work under a Department of
Energy Prime Contract at the Weldon Spring Site Remedial Action Project
(WSSRAP) located in St. Charles, Missouri. Qualified Subcontractors are
being sought for the subsurface characterization drilling, removal,
consolidation, containerizing, and transportation of contaminated soil
to an on site location. Qualified parties should have the ability to
accomplish work in accordance with hard specifications, drawings, and
stringent quality control procedures. The work will be performed under
a site jurisdictional union agreement and the Subcontractor shall
become signatory to such agreement. Following is a brief description of
the general work to be provided and accomplished under the subject work
package: Provide subsurface characterization drilling in Raffinate Pit
No. 04. Remove and sort debris, consolidate, containerize, and
transport debris to an on-site storage area. Consolidation activities
consist of washing, sorting, segregating, sizing, and containerizing
the debris. For example, wood and wood products, concrete and masonry
products, asbestos containing materials, man-made mineral fibre
materials, equipment, process tanks and vessels, metal pipe, structural
steel, plate steel, miscellaneous non-metals, drums and drummed
material, PCB drums and materials, cylinders, off-color soils and
non-soil solids. Excavate sludge and sediment above the top of existing
clay soil and place in Raffinate Pit 4 sludge basin. Contaminated soil
will be processed and used for fill for dikes and road embankments or
placed in the Ash Pond storage area. Construct facilities to control
storm water, including ditches, and culverts. The established
procurement value for construction is between 2 million and 5 million
dollars. Performance period is expected to be approximately 1 year. The
Offerors shall be able to demonstrate their abilities by showing; (1)
two recent projects (within last 5 years) of this type and magnitude;
(2) evidence of safe work history with an EMR of less than 1.2 and
acceptable OSHA 200 Log record for 3 prior years. This procurement is
open to small businesses only as defined in FAR Part 19, Sic Code
