703-787-1363 This notice is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Federal
Acquisition Regulation Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; offers are being requested and a written
solicitation will not be issued. Contract period is 1 Dec 96 through 30
Sep 01, plus a FY97 lump sum buy. The MMS has a requirement for a
limited amount of uniforms and accessories for use by personnel in its
Gulf of Mexico Region. Mandatory requirements: UNLESS OTHERWISE NOTED
ALL ITEMS SHALL BE MANUFACTURED FROM 100 PERCENT PERMANENT PRESS
COTTON FABRIC. Sample garments shall be submitted with proposals. The
response date for offers will be 15 days following publication of this
notice. Contract Line Items: 1. Tailored Dress Shirt, Long Sleeve with
2 breast pockets with button flaps, Light Blue Color, epaulets
preferred, (Male and Female) with rectangular American flag patch of 3
1/2 by 2 1/4 inches in full color (supplied by contractor) to be sewn
on the right sleeve head 1 1/4 inches from shoulder. Cloth name tag of
100% cotton, 1 inch by 4 inches, sewn above left-breast pocket, with
merrowed border of dark blue thread on a base fabric of dark blue is to
be included. Each name to be embroidered with 100 per cent white cotton
thread, using first initial and last name, in upper and lower case
script letters. A 3 1/2 inch circular patch, supplied by the MMS shall
be positioned and sewn on the left sleeve 1 1/4 inches from the
shoulder seam. 2. Tailored Dress Shirt, Short Sleeve with 2 breast
pockets with button flaps, Light Blue Color, epaulets preferred, (Male
and Female), patches and name tag requirements are the same as for
item 1. 3. Knit Polo Shirt, Short Sleeve with left breast pocket, Light
Blue Color (Male and Female), patches and name tag requirements are the
same as for item 1. 4. Twill, Dark Blue Color (Male and Female),
Traditional Trouser with heavy duty solid brass hardware with slide
fastener, and 4 reinforced pockets. Front pockets (2) should be quarter
top type with a minimum opening of 6 inches with a minimum of 11 1/4
inches deep. Rear hip pockets with button closure (2) should be 5 1/2
to 5 3/4 inches wide and 6 inches deep. Seven belt loops, to
accommodate 1 1/2 inch wide belt, should be on all trousers up to and
including waist size 42 inches, and 9 loops on 44 inch and over. All
trousers are to be permanently creased, front and back leg. 5. Twill,
Dark Blue Western Style Jean (Male and Female), with heavy duty solid
brass hardware with slide fastener, and 5 reinforced pockets, including
a watch pocket. Front pockets (2) should be scoop folderset, and hip
pockets (2) should be patch-type. Sizing and other characteristics are
the same as item 4. 6. Twill, Dark Blue, Long Sleeve (Male and Female)
Coverall with fly front to cover heavy duty slide fastener, and 6
pockets. Pockets are 2 patch style breast pockets (flap on left pocket
with gripper closure and pencil stall); front (2) left and right
biswing trouser-type pockets of at least 13 inches deep; hip (2) left
and right patch-type pockets with button closure. Patches and name tag
requirements are the same as for item 1. 7. Plain Weave, Dark Blue
Uniform Jacket (Male and Female) with Zip-in Liner. Waist length
''Ike'' style jacket with zip-in liner (see separate line item for
zip-in liner), waist length zipper closure with 2 large 2-way pockets.
Jacket zipper should be heavy duty brass with automatic lock and
zipper tape. Patches and name tag requirements are same as for item 1.
8. Uniform Jacket Zip-In Liner of 100 percent cotton batting for use
with item 7. Liner sleeves should terminate with a knit cotton cuff,
and contain a patch pocket of approximately 5 inches wide by 6 inches
deep, attached to the inside left panel. 9. Hip Length, Dark Blue,
Insulated Parka (Male and Female) with zippered and Velcro closure, 2
extra large front pockets and 2 large inside pockets. The parka shall
be fitted with an inner wind protection sock fitted with elastic and
dual snaps. Parka shall be equipped with a removable, insulated hood
(made out of needle-punched batting) that zips onto the back of the
parka. It must be fitted with a drawstring and Velcro closure, and be
able to accommodate a hard hat. There shall be two (2) extra large
lower front cargo pockets with Velcro closures. Pocket fabric shall be
doubled for added strength and reinforcement. There will also be two
(2) front welt pockets and two (2) large inside pockets with Velcro
closures. The parka shall be fully lined with needle-punched batting
insulation made with 100 percent permanent press cotton fabric, quilted
for added warmth and protection. Patches and name tag requirements are
the same as for item 1. 10. Solid Twill, Dark Blue Ball Cap - Baseball
style cap, close fitting, with a six-piece contour shaped unlined
crown, with eyelet centered on each crown piece; a mesh stiffener at
front, an interlined visor; and a sweatband. 11. Ventilated Ball Cap
(Mesh), Dark Blue - Baseball style cap, close fitting, with a six-piece
contour shaped unlined crown, with eyelet centered on each crown piece;
a mesh stiffener at front, an interlined visor; and a sweatband. 12.
Leather 1 1/2 inches in width, Black, Belts of 100 percent top grain
leather with brass tone buckle and sueded leather underside for
comfort. Sizes of 28-46 inches in 2 inch increments. Offeror must
separately price each item for each year beginning with Fiscal Year
1997 through Fiscal Year 2001. Prices may be stated as dollars or as a
discount from published market catalog list prices or GSA Federal
Supply Catalog list prices. If catalog pricing is used, provide copy of
the catalog pricing with proposal. Any contract that may result from
this solicitation will be an Indefinite Quantity contract. All
quantities are estimated. All separately priced quantities will be
evaluated for award through Fiscal Year 2001. For purposes of
evaluating pricing, the Government will assume purchase of the
following line item quantities in Fiscal Year 1997: LI1 195, LI3 100,
LI4 120, LI6 50, LI7 25, LI8 25, LI9 10, LI10 50, LI11 50, LI12 100.
Delivery: shall be within 15 days after receipt of order. IMPORTANT
INFORMATION: Evaluation criteria - equal order of importance - are
quality and completeness of products offered vs MMS requirements, past
performance and cost. Quality: Offeror is required to submit a sample
of line items 1, 3, and 6, excluding MMS-provided patch. Past
Performance: Offeror is required to provide in writing 5 names and
addresses of locations where the products being proposed are currently
in use, a contact person, phone number and product list being used at
each location. The following provisions/clauses are incorporated by
