Directorate of International Programs of the Air Force Materiel
Command's (AFMC's) Electronic Systems Center (ESC) plans to issue a
solicitation to select a contractor for the Air Sovereignty Operations
Center (ASOC) Program. The ASOC Program is a Foreign Military Sales
(FMS) Program for the Czech Republic, Hungary, Poland, Slovakia and
Romania. The basic contract will provide for delivery of an ASOC to the
Czech Republic, Poland and Romania. The ASOC contract will include
options for five (5) additional ASOCs. The ASOC program will provide
the Data Processing and Display Equipment (DPDE) and software necessary
to establish a military operations center that will support the
peacetime mission of air sovereignty. The ASOC, when used in
conjunction with national air defense assets, will provide the
capability to exercise sovereign control of national airspace. ESC
plans to issue the solicitation 27 Nov 96 and receive Offeror's
proposals 13 Jan 97. Since the contract will require some classified
data, a copy of the appropriate DD Form 254 (Department of Defense
Contract Security Classification Specification) will be included on the
HERBB. The DD Form 254 can be obtained by writing to the following

01731-1618 (ATTN: Ms. Christine E. Baron). An Ombudsman has been
appointed to hear concerns from offerors or potential offerors during
the proposal development phase of the acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director, but
to communicate contractor concerns, issues, disagreements and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
