The Naval Air Warfare Center Weapons Division, China Lake, CA, intends to procure advanced infrared and ultraviolet engineering and technical support services related to optical tracking systems. The work to be performed includes analysis and measurement of foreign hardware and documentation, hardware evaluation and exploitation, weapons interface integration, the development and validation of advanced signal processing simulators, and advanced algorithms development for foreign weapons systems and domestic weapons systems. The work also includes modeling, design studies, testing, assembly, experimental evaluations and measurement of operational characteristics of integration. All work to be performed shall be ordered under individual task orders tailored to specific requirements. A facility clearance up to the Secret level including COMSEC, data processing, storage, and testing capability, and personnel clearance up to top secret is required. No award will be made to foreign or foreign owned companies. The government contemplates award of a cost plus fixed fee IDIQ type of contract with a three-year period of performance. A best value selection will be made based on technical/management, past performance, and cost evaluation. Critical experience is required in the areas of IR and UV missile system design and operation, plus up to date knowledge of foreign and domestic weapons systems including Steward Loft, Symptom Ares, Have Factor, Have Bunker, Orlon Fiber, Rochelle Salt, Granite Scar, and Grey Rock is mandatory.
