Agent, (617) 494-2437. The Volpe Center plans to solicit a sole-source
simplified acquisition purchase from Visionics Corp., Metuchen, NJ for
the development of a facial recognition system for use at U.S. ports of
entry. The system will be designed to verify the identity of the driver
of a vehicle as it enters the United States by comparing his/her face
to a photograph taken during enrollment. The systems must be: (1)
capable of using live video to compare the face of each driver to
enrollment photograph (2) integrate the facial recognition software
into an access control system that will enable facial recognition to be
tested with live vehicles. A December 31, 1996 delivery date is
established for a functioning facial recognition prototype. Small
Business Firms classified under SIC CODE 7373 that are interested in
proposing on this requirement must demonstrate in writing to the
Contracting Officer, no later than 15 days from the date of the
synopsis publication that they posses the capabilities of available and
developing biometrics technologies and the ability to reconcile
full-motion video with static images. Small Business Firms will be
required to submit documentation in support of the above for evaluation
by the Government prior to receiving a quotation. No Telephone requests
