disposal of four buildings totaling approximately 1,207 sq m, the
demolition and disposal of a 1893 L underground storage tank, the
demolition and disposal of a 2,840 L oil/water separator and the
demolition and disposal of a washrack. New construction includes two
Squadron Operations Facilities (50 and 53 Airlift Squadron), each
approximately 4,288 sq m; the Petroleum Operations Laboratory,
approximately 526 sq m; the Check Station, approximately 25 sq m; the
Wash Equipment Building, approximately 21 sq m; and the Refueling Yard
with Washrack, approximately 9,900 sq m. Also included in the new
construction is a street, various site improvements and utilities. The
buildings will be constructed of concrete foundation, masonry walls,
structural steel frame and standing seam metal roof system and will
include fire protection systems. The Refueling Yard will be constructed
of 150 mm concrete. The Drawings and specifications were prepared using
the Modern Metric System. Estimated magnitude of work is between
$10,000,000 and $25,000,000. Issue date for solicitation will be on or
about 20 November 1996 at a cost of: Solicitation & 1/2 size drawing
$245.50; Solicitation & full size drawing $333.50; Solicitation only
$80.50 (charges are non-refundable). Solicitation documents will be
made available upon written request, to include check or money order
payable to FAO, U.S. Army, LRD, Corps Of Engineers, and mailed to
Contracting Division at the above address. Bid opening date will be on
or about 20 December 1996, at 2:00 p.m. This proposed procurement is
unrestricted. If a subcontracting plan is required, the following
minimum subcontracting goals for the Little Rock District will be
applicable: 55% of the contractor's total intended subcontracted amount
be placed with Small Businesses (including small disadvantaged and
woman-owned businesses); 9% of the total subcontract amount be placed
with small disadvantaged businesses; 3% of the total subcontracted
amount be placed with woman-owned small businesses; and 5% of the total
subcontracted amount be placed with historically black colleges or
