(808) 438-8564 (Site Code XXCA83) FY95 ECIP, PN45308,
Photovolatic/Hybrid System (Design-Build), Pohakuloa Training Area,
Island of Hawaii, Hawaii. The proposed contract is Unrestricted. Work
consist of Design and Construction of Photovoltaic (PV) Power System at
various locations at Pohakuloa Training Area, Hawaii. The work includes
the design and construction of PV Diesel Generator Hybrid power system
at the Target Movers at Range 11; Design and Construct the following:
PV power system for range control towers; runway lighting and PV power
system at Bradshaw Army Airfield and, PV power systems for pop-up
targets at range 2 and 4. Work also includes clearing, grubbing,
excavation, batteries and enclosures, PV modules, fencing, power
processing units, diesel generators, equipment building, wiring and
control systems components, and other appurtenances associated with the
project. A pre-proposal conference will be conducted by the Government
following the site visit on January 9, 1997 at the Pohakuloa Training
Area. All plan holders are urged to attend this conference. Plan
holders who plan to attend should notify the Government of the number
of attendees before the date of the conference. Point of contact is Mr.
Owen Ogata at (808) 438-0240. Offers are urged to review the
solicitation and submit written questions prior to January 9, 1997, so
it may be addressed at the conference. All questions must be submitted
to Contracts Division, ATTN: Mr. Kurtis T. Kikkawa in writing, and no
questions will be accepted 15 days prior to the opening of the
proposals. Proposal evaluation, and selection will be based upon Price
and Technical factors (Price and Technical being equal in value). The
following are the four technical evaluation factors (In Decending
Order of Importance): I. Design experience with similar projects, II.
Construction experience, III. Key personnel qualifications for the
entire team, and IV. Project Management. The estimated cost of the
proposed project is between $1 Million and $5 Million. Solicitation to
be issued O/A December 16, 1996. Documents to be available at $29.00
per set of specifications and half-size drawings. Checks and money
orders to be made payable to the US Army Engineer Division, Pacific
Ocean. Send checks to Finance and Accounting Officer, US Army Engineer
Division, Bldg 230, Fort Shafter, Hawaii 96858-5440. Payment will not
be refunded and specifications and drawings need not be returned.
Small business concerns and small disadvantaged business concerns are
encouraged to participate as prime contractors or as members of joint
ventures with other small businesses and all interested contractors are
reminded that the successful contractor will be expected to place
subcontracts to the maximum practicable extent with small business
concerns and small disadvantaged business concerns in accordance with
