is draft and all dates are tentative at this time. The Electronic
Systems Center (ESC) and the Materiel Systems Group (MSG) will use
SAF/AQ Lightning Bolt Inititatives to acquire the skills and services
necessary to support the MSG through the year 2004. This acquisition is
the MSG OMNIBUS (as referred to in the aggregate) with a scope covering
the broad spectrum of support required by the MSG to achieve the USAF
goal of information dominance through acquiring, developing,
maintaining, reengineering, and providing technical services for
information systems. Presently, the MSG manages over 45 contracts.
These contracts enable the MSG to conduct business in a wide array of
business and technical environments. The MSG OMNIBUS will consolidate
the contracting needs of the MSG, thereby reducing the contract
management overhead as well as providing greater corporate visibility
into contract scope and opportunities. The MSG OMNIBUS Acquisition will
consist of two separate, distinct and independent competitive award
sets. The two award sets will be the Technical OMNIBUS Contract (TOC)
and the Support OMNIBUS Contract (SOC). Initial planning is underway to
solicit and issue multiple awards for each OMNIBUS award set and to
consider small business and 8A companies as part of both acquisition
strategies. The scope of the TOC includes the following sustainment,
maintenance and related activities necessary to support the many,
diverse, information systems managed by the MSG: integration, hardware
& software maintenance, proof of concept, programming, prototyping,
modifications, enhancements, reverse engineering, system analysis and
engineering, IV&V testing, process modeling, studies and analysis,
report generation, reengineering support, software documentation,
configuration management, and training. The scope of the Technical
OMNIBUS DOES NOT INCLUDE DEVELOPMENT OF NEW SYSTEMS. The scope of the
SOC includes the following support related areas: configuration
management, technical writing, graphics support, administrative
support, cost and budget analysis, acquisition support, business area
consultants, studies, report generation, training, business process
identification/modeling/improvement, schedule generation and analysis.
The total procurement action for the TOC is estimated at $315M for the
seven year period of performance. The total procurement action for the
SOC is estimated at $175M for the seven year period of performance.
Initial planning is underway to solicit and issue multiple awards to
prime, large contractors, a small business, and an 8(a) business. Both
OMNIBUS contract set acquisitions will be Full and Open Competition
(F&OC) to obtain Indefinite Delivery/Indefinite Quantity (ID/IQ)
contracts with combinations of labor-hour and fixed price CLINs, with
some cost reimbursable provisions for items such as travel. The OMNIBUS
contract sets will have individual CLINs to provide required services
via task orders. OMNIBUS contracts will be awarded in the 4th quarter
of FY97. The Air Force is seeking best qualified sources for the
OMNIBUS acquisition. In order to limit contractor expense for proposal
preparation and related costs, and to reduce the government resources
necessary to perform source selection, the OMNIBUS acquisiiton will
use a Qualification Screening process to determine the ''best
qualified'' sources. These ''best qualified'' sources will be invited
to help the government develop the final Request for Proposals (RFPs).
Each OMNIBUS contract set acquisition will have its own qualification
criteria which will require interested sources to submit a
qualification package. Each OMNIBUS contract set acquisition will
include ''Past Performance'' verification as part of the Qualification
Screening. This Qualification Screening will apply to prime
contractors as well as small businesses. Formal Source Selection will
follow the Qualification Screening process. MSG OMNIBUS information is

conduct its first Industry Day Conference in the near future. The
objective of the conference is to involve industry early in the
acquisition by describing the OMNIBUS Technical and Support Contracts
effort and outlining our acquisition approach. Your comments,
suggestions, and thoughts on how this acquisition can be improved will
assist us in ensuring the MSG OMNIBUS requirements are clearly
articulated to industry. The exact date, time, and place for the
conference will be posted to the OMNIBUS World Wide Web Home Page as
soon as they are finalized. The approximate issue/response date will be
