Center-TRACON Automation System (CTAS) is being developed to provide
real-time traffic control assistance in the management of aircraft
within or transitioning into the enroute or terminal airspace
boundaries. The CTAS program office, AUA-540, has relied, in part, upon
the services of the Massachusetts Institute of Technology, Lincoln
Laboratory (MIT/LL) which was obtained through an interagency agreement
with the Department of the Air Force. Wyndemere Corporation, as a
subcontractor to MIT/LL, has developed a software adaptation tool (AVA)
for CTAS Build 1 software and it has been working on enhancing AVA for
CTAS Build 2 software.AUA-540 desires to contract directly with
Wyndemere to provide for the following requirements: (1) maintenance of
the existing CTAS Build 1 AVA; (2) completion of AVA for CTAS Build 2
software and the follow on maintenance of that tool; and (3) providing
technical support for development of the CTAS Build 3 adaptation tool.
Any party interested in competing for the CTAS adaptation requirement
must submit a written statement of qualifications addressing all 3
requirements. Each requirement is critical to the entire effort,
including the ability to assume responsibility for the maintenance of
the CTAS Build 1 adaptation tool not later than January 1, 1997. All
responses are to be addressed to Richard S. Kahn, ASU-350, Contracting
Officer, Federal Aviation Administration, 800 Independence Avenue, SW,
Washington, DC, 20591, to be received no later than COB on Monday,
November 18, 1996. The submission must be in triplicate and must
address the technical knowledge, skills, and experience it has with the
CTAS developmental software and its site adaptation softrware tool
(AVA). The submission must also identify the specific individuals that
would provide the services and their resume, to include education and
work experiences in the critical areas identified above. NO TELEPHONE
