757-864-2436. The work to be performed includes, but is not limited to,
the fabrication, delivery, assembly, installation, system checkout, and
system testing of a strain gauge balance calibration laboratory system.
The system consists of a steel support frame with electro-mechanical
pitch and roll drive systems, cyrogenic enclosure, environmental
process and control system, and electrical positioning control system.
Additionally, a steel floor plate and a steel frame calibration stand
are to be provided. The work also includes complete electrical system
for the laboratory and installation of a 11356 liter
Government-furnished liquid nitrogen storage tank with concrete pad,
fill station, and fencing outside Building 1237B. Schedule: All work
shall be completed within 270 consecutive calendar days after date of
receipt of Notice to Proceed. Contract duration 270 days. Estimated
cost range between $500,000 and $1,000,000. This proposed contract is
100 percent set-aside for small business concerns. The small business
size standard for this procurement is 7 million. All responsible small
business sources may submit a bid which will be considered by the
Agency. The bid opening date is approximate. Solicitation available
11-15-96. An ombudsman has been appointed to hear concerns from
offerors, potential offerors, and contractors during the preaward and
postaward phases of this acquisition. The purpose of the ombudsman is
not to diminish the authority of the contracting officer, the Source
Evaluation Board, or the selection official, but to communicate
concerns, issues, disagreements, and recommendations of interested
parties to the appropriate Government personnel and to work to resolve
them. When requested, the ombudsman will maintain strict
confidentiality as to the source of the concern. The ombudsman does not
participate in the evaluation of proposals, the source selection
process, or the adjudication of formal contract disputes. Concerned
