4 to solicitation notice no. S-OPRAQ-96-R-0623 for Electronic Medical
Record Software advertised in the CBD on 9/30/96. Amendment no. 4
answers vendors questions as follows: Q19. Section B.8. In the RFP,
Keyfile is listed as a desirable, however in your response to question
2 of amendment 2 regarding a ''turn-key application'' you state that
''The vendor is required to provide all software necessary for proper
operation of the EMR to include, but not limited to, installation of
the RDBMS, the EMR product, the Keyfile Interface...'' Does this mean
that the interface to Keyfile is a mandatory requirement of the
turn-key application? A19. No, Keyfile is not a mandatory requirement
but is a desirable requirement. To satisfy the desirable software
requirement to interface with Keyfile, the vendor should supply an
interface to Keyfile as a component of the turn-key application.
''Keyfile'' was included in the response to question no. 2 as an
example and was not meant to be interpreted as a mandatory requirement.
Q20. Section H.3.b, Technical Evaluation. The answer to question no. 14
of amendment 2 did not fully alleviate the concerns this offeror has
regarding the preparatory time for the demonstration. It remains
difficult to gauge the amount of notice needed to prepare for the
demonstration given the lack of information about scenario(s); features
of the data; and the indication that the examples of data elements may
be added to. The Government has retained flexibility by stating that
notice will be approximately ten days. We would like to suggest that
when the Government has determined the specifics - especially the
scenario(s) - needed for the demonstration that this information be
provided to all vendors in time for the vendors to provide
comment/feedback concerning the requirements and the amount of
preparatory time needed. A20. Your suggestion will be taken into
consideration. Q21. Section H.5, Price Evaluation, states ''A price
analysis will be conducted on the vendor's price proposal. For
evaluation purposes only, the DoS will apply the vendor's proposed
costs to a pricing scenario based on an estimate of usage over the 5
year contract life. DoS will add the total price for all optional items
to the total price of the basic requirement.'' Section E.10, Technical
and Development Support, states ''Under the anticipated IDIQ contract,
the DoS may order technical support services up to the following total
hours per labor category...'' The RFP states that the DoS will apply
the vendor's proposed costs to a pricing scenario based on estimated
usage. The Government has provided maximum number of hours that may be
ordered for technical support services but has not provided evaluated
quantities for any of the proposed deliverables. Please provide
quantities by orderable to be utilized in the evaluation of all offers.
A21. It was our intention not to provide this information to offerors
as it will be used for evaluation purposes. Therefore, offerors should
propose their most favored prices for the quantities and ranges
indicated in the solicitation. The receipt time and date of proposals
remains 3:00 PM Eastern Time on 11/4/96. All other information
publicized in the original solicitation notice, as amended, is
