The Defense Evaluation Support Activity intends to issue a competitive solicitation, restricted to small businesses, to acquire contractor support for the operation of a facility for the occasional use of transient Government and invited industry personnel and for engineering studies and analyses in the areas of test and evaluation policy, research and development, systems engineering, test and evaluations resources, test investments, resource utilization and forecasting for the Office of the Under Secretary of Defense, Acquisition & Technology, Director, Test, Systems Engineering, and Evaluation OUSD (A&T)DTSE&E Test Facilities and Resources (TFR). The office of TFR employs a Test and Evaluation Center to support TFR's oversight of the DoD Major Range and Test Facility Base (MRTFB) and the management of the Central Test and Evaluation Investment Program (CTEIP). Support requirements include administrative and technical program support, program analysis, policy and issues research, data collection and database management, electronic bulletin board management, information management, and communications services. The successful offeror must provide a facility within 10 miles of the Pentagon. The forecast RFP release date is o/a 15 Nov 96 with a 30 day response time.
