Charge of Construction is currently seeking sources for a Firm
Architectural Design and Engineering Services Contract with
multi-discipline support for the proposed Improvements to Glen Forest
and Conrad Heights. Glen Forest is a 22-acre military housing community
that consists of 250 units arranged in three, four and six-plexes.
Conrad Heights is a 30-acre military housing community that consists of
196 units distributed in four, six and eight-plexes. The work will
consist of providing streetscape improvements, open space development,
and site drainage and utilities. Streetscape improvements include
street tree planting, street and area lighting, replacing and modifying
sidewalk systems, and roadway/parking improvements. Open space
development includes providing and modifying bikeway and pedestrian
routes, totlot and playground development, shade tree, screening, and
accent shrub planting. Site drainage and utilities include provision
and replacement of curb and gutter, storm drainage analysis, grading
grading modifications, storm water management, and water, sewer, and
electrical utility replacement. This contract will require the
simultaneous preparation of separate construction contract documents
for each community. The contract may require preparation of a
Parametric Estimating and Programming (PEP) Submission to support a
MILCON funding submission. The estimated combined construction value
will be between $1 million and 5 million. The estimated design start
date is January 1997 and estimated completion date of September 1998.
Selection evaluation criteria in relative order of importance are
included below. See Note 24 for standard criteria. (1) Specialized
experience of the firm in the relation to Multi-discipline Design and
Engineering Services required; (2) Professional qualifications of the
firm and staff proposed for performance of the projects(s); (3)
Capacity to accomplish project within required time; (4) Past
performance ratings on contracts with respect to performance and cost
control effectiveness; (5) Capacity to accomplish projects within
required time; (6) Location of the firm in the general geographic area
of the projects to be assigned, provided an appropriate number of
qualified firms respond therein; (5) Past experience, if any, with
respect DOD contracts; (6) Firms internal quality control program and
practices; (7) The ability to sustain loss of key personnel while
accomplishing the work within required time limits; (8) Utilizing CADD
and its compatibility with the Autodesk AUTOCAD Release 12 form and
the capability to produce contract specifications and cost estimates
utilizing SPECSINTACT format. Each firms past performance and
performance ratings will be reviewed during the evaluation process and
may affect the selection outcome. Architect-Engineer firms that meet
the requirements listed in this announcement may submit a complete
Standard Form 254 and 255, U.S. Government Architect-Engineer
qualifications, to the office shown above. Site visits will not be
arranged during the advertisement period. Interested firms are
requested to include telefax numbers, contractor establishment code
(CEC)/formally the DUNS number, and taxpayer identification number
(TIN) on the SF255 and SF254 in Blocks 3a; and 1, respectively.
Experiences identified in Block 8 should not be more than 5 years old.
firms responding to this announcement by close of business on the 30th
day from the CBD publication date will be considered. Should the due
date fall on a weekend or an official Government holiday, the
SF254/SF255 is due on the first workday thereafter. Firms having a
current SF254 on file with this office can also be considered. This is
