ARCHITECT AND ENGINEERING SERVICES Solicitation Number:

303/236-7250. The scope of Architect-Engineer Services under this
proposed Firm Fixed-Price, Indefinite Delivery/Indefinite Quantity
Contract shall consist of the following: PRIMARY SERVICES to include
(1) Architectural and Engineering Design, (2) Construction Management
and Inspection, (3) Budget estimating for construction projects and (4)
Evaluation of Construction Contractor's price proposals. SECONDARY
SERVICES to include (1) Assistance in preparing negotiation positions
regarding Construction contractors' proposals for both new projects and
changes to existing project, (2) Assessment of existing roofs, design
of necessary roof repairs and replacement, (3) Building Engineering
Reports to include evaluation of the condition of existing buildings
and systems, identification of necessary maintenance and modernization
work, and cost estimation, (4) Energy studies/audits and design of
identified projects, (5) Environmental assessments and impact studies,
(6) Historic Building Preservation Plans to include identification of
distinctive historic or architectural zones and elements of a
building, preparation of an inventory and condition assessment, and
recommendations for maintenance, repair and construction activities,
(7) Prospectus Development Studies to include developing the design
program, implementation strategy and budget assessment for construction
projects over $1.6 million and (8) Seismic/Structural Studies of
existing buildings. TYPICAL PROJECTS which may be awarded include (1)
architectural and engineering designs for renovation of space to house
various federal agencies, (2) management and inspection of
construction projects, especially renovation of existing space, (3)
electrical studies, (4) HVAC studies, (5) energy conservation studies,
(6) roof repair/replacement studies, (7) lighting retrofit studies and
(8) environmental assessments and impact statements. The contract will
be open-ended where the Government will award individual, firm
fixed-price orders on an ``as needed'' basis during the life of the
contract. The term of the contract will be one year with four, one-year
options. The maximum order limitation per year will be $750,000 and the
minimum order limitation per year will be $15,000. PRIMARY PLACES OF
PERFORMANCE will be within the State of Colorado. SECONDARY PLACES OF
PERFORMANCE will be the Denver Federal Center (Lakewood, CO), and the
states of Montana, North Dakota, South Dakota, Utah and Wyoming. The
Prime Contractor for this effort MUST have or MUST ESTABLISH within 30
days after the award of the contract, an active production office
within commuting distance of the Denver Federal Center, Lakewood,
Colorado. Qualifications submitted by each firm will be reviewed and
evaluated based on the following PRIMARY CRITERIA, listed in descending
order of importance: (a) Professional qualifications necessary for
satisfactory performance of required services, (b) Specialized
experience and technical competence in the type of work required, (c)
Past performance on contracts with government agencies and private
industry in terms of cost control, quality of work, and compliance with
performance schedules and (d) Capacity to accomplish the work in the
required time (size of staff, workload etc.). The A-E will be required
to obtain a security clearance for all personnel working on the
project, including the Prime A-E and all consultants, and facility
clearances for all places where work is performed. SUBMISSION
REQUIREMENTS: Firms desiring consideration must submit two copies of
Standard Form 255 and two copies of Standard Form 254, for themselves
and each consultant, no later than 2:00 p.m. local time, by the due
date shown above or within thirty (30) calendar days from date of this
announcement, whichever is later. Should the due date fall on a
weekend or holiday, the submittal package will be due the first workday
thereafter. Submittals must be sent to the above address, Attn: David
Chavez. The following information MUST be on the outside of the sealed
envelope: Solicitation Number/Due Date/Closing Time. Late responses
are subject to FAR Provision 52.215-10. In Block 8 of Standard Form
254, specify only current W-2 payroll (non-contract) personnel of each
firm. In Block 10 of the Standard Form 255, the A-E Design Firm MUST
respond to the Four (4) evaluation criteria stated in this
announcement. In Block 11 of Standard Form 255, the A-E Design Firm
MUST sign, name, title, and date the submittal. This procurement is
being made under the Small Business Competitiveness Demonstration
Program (FAR 19.10). This procurement is open to small and large
business concerns. Before award of the contract, the A-E, if not a
small business of $2,500,000 average gross over 3 years (Standard
Industrial Classification 8712), shall be required to present an
acceptable Small Business and Small Disadvantaged Business
Subcontracting Plan in accordance with Public Law 95-507. Small, small
disadvantaged and women-owned firms are strongly encouraged to
participate as prime contractors or as members of joint ventures with
other small businesses. All interested large business firms are
reminded that the successful firm will be expected to place
subcontracts to the maximum practical extent with small and
disadvantaged firms as part of their original submitted teams. Contract
