synopsis/solicitation for commercial items prepared in accordance with
the format stated in the Federal Acq. Regulations (FAR) Subpart 12.6,
as supplemented by the additional information included within this
notice. This announcement constitutes the only solicitation and a
written solicitation will not be issued. Proposals are being requested
pursuant to this announcement only. All responses shall reference this
announcement's title. This solicitation incorporates FAR 52.212-1 and
all required provisions and clauses in effect through Federal Acq.
Circular 90-42, as if stated in full text. Proposals shall include the
representations and certifications stated in FAR 52.212-3. The
Standard Industrial Classification Code for this procurement is 8742,
$5 million. This procurement will result in a fixed-price purchase
order which has been set-aside for Small Business participation only.
The Scope of Work of this solicitation is for the following: The
management consultant shall perform, but is not limited to, the
following services: 1. Serve as advisor on implementation efforts for
the Government Performance and Results Act (GPRA) of 1993 and the
establishment of a PTO performance measurement system by providing
ongoing expert advice; 2. Provide recommendations and guidance for
PTO's selection of potential sample population; 3. Provide critical
evaluation of selected policy outcome measures resulting from customer
input and academic research; 4. Assist PTO internal staff with the
writing of a survey instrument using feedback extracted from customer
focus groups, round table sessions, or results of academic research; 5.
Work with Congress and the Administration to get input and feedback on
PTO's performance measurement efforts; and 6. Conduct a joint study
with PTO internal staff on its performance measurement implementation
efforts. The management consultant shall function principally as an
expert on performance measurement and GPRA in an advisory capacity to
a GPRA team consisiting of the Comptroller, project manager and team
members. The period of performance for these management consultant
support services is from December 1, 1996 through November 30, 1997.
Estimated hours are anticipated to range between 400 and 450 hours. The
Statement of Needs consists of the following: The management consultant
shall furnish all necessary labor and resources (including, but not
limited to, equipment, materials and supplies) to assist the PTO staff
in: 1. Validating business performance goals and measurements; 2.
Evaluating customer input and feedback; 3. Gathering expert opinions;
4. Engaging stakeholders in the process; 5. Developing an accurate
survey instrument; 6. Conducting an academic study that, when combined
with other data, will propose a composite index of public policy
outcome performance goals and measurements; and 7. Providing a thorough
and comprehensive analysis, report of findings, and subsequent
suggested action plan to implement a fully-balanced results and
performance measurement system. Upon completion of the comprehensive
analysis, the consultant contractor shall submit a written report to
the Office of the Comptroller. The report shall include, but not be
limited to, a summary of the analytical process undertaken by the PTO
team and the consultant, and a comprehensive description of actual
findings, analysis and recommendations on implementation of a
fully-balanced performance measurement system that is in concert with
PTO's mission and responsibilities and GPRA compliant. The management
consultant shall provide the following services/deliverables to the
PTO: 1. Assist the PTO in obtaining Congressional and Administration
input concerning GPRA measures and outcomes; 2. Provide ongoing advice
and evaluation of the value and feasibility of business measures (may
include site visits); 3. Provide critique and evaluation of the
results of customer input; 4. Provide ongoing advice on the value
selected public policy outcome performance goals and measurements and
the feasibility of their adoption by the PTO; 5. Conduct and report on
findings resulting from the study of PTO's performance measurement
implementation process; and 6. Review and provide expert advice on a
composite index of public policy outcome performance goals that
supplements internal business measures. The Government will award a
purchase order resulting from this synopsis to the responsible offeror
whose proposal conforms to this solicitation and is determined to be
the most advantageous to the Government, price and other factors
considered. The following factors will be used as evaluation criteria,
all of which are equal in importance, and shall be addressed in the
offeror's proposal to the PTO: 1. Prior Relevant Experience; 2.
Favorable Reference(s); 3. Staff/Personnel Proposed; 4.
Qualification/Ability to Perform; and 5. Proposed Approach/Methodology.
All evalaution factors, when combined, are approximately equal to cost
or price. In addition to addressing the evaluation criteria and
including the representations and certifications in the proposal, the
offeror is requested to propose a fixed loaded labor rate to perform
these services. All offers are due on November 12, 1996, no later than
