This announcement is ''For Planning Purposes Only''. The Great Lakes
Region, Air Traffic Division is seeking information from qualified
firms interested in assisting the Federal Aviation Administration (FAA)
in preparing an Environmental Impact Statement (EIS) for air traffic
control procedures and airspace modifications for aircraft entering and
exiting the Chicago Terminal Radar Approach Control airspace area. The
contractor must be thoroughly familiar with the National Environmental
Policy Act (NEPA); Council on Environmental (CEQ) regulations;
applicable DOT Orders; applicable FAA Orders; and laws of the States of
Illinois, Indiana and Wisconsin. Interested firms should submit the
following information: 1.) A general description of the firm listing
the location of major offices, number of employees in each major office
and number of professionals with actual experience in preparing
aviation related EIS', particularly for changes in air traffic control
procedures. 2.) A description of EIS projects underway or completed by
the firm within the past five years which have: dealt primarily with
air traffic control procedures; involved major airports; or has been
controversial. Provide past records of performance on contracts
involving the preparation of such environmental evaluations. As a
minimum, provide the following information: client's name, title,
address, and telephone number; name of individual who supervised your
work on each project; airport name and location; size of airport in
aircraft operation at the time of study; date(s) of local, State, and
Federal approvals; and statement of any unique features of the studies.
The FAA reserves the right to contact any of the named individuals to
determine performance on the listed project. 3.) A description of
aviation related environmental projects underway or completed by the
firm within the past 5 years which have involved the
Chicago/Milwaukee/Northwest Indiana area. Please submit the information
to the name and address listed above. After screening this information
for qualified candidates for this project, the Contracting Officer
shall submit to those qualified candidates the full scope of work for
this project. The FAA may or may not use any or all the information
