The Naval Air Systems Command intends to award Cost Plus Fixed Fee (CPFF) contracts to McDonnell Douglas Aerospace (MDA) and Lockheed Martin for software advanced development and technical engineering services in support of the transition of the Advanced Tomahawk Weapon Control System (ATWCS) to the Advanced Tactical Weapon Control System (ATWCS). MDA and Lockheed Martin are the sole source designers and developers for their segments of the ATWCS software, and accordingly, are the sole sources for performing the required advanced development effort.
