THIS REQUIREMENT WILL BE AN 8(A) SET-ASIDE, SIC CODE 8741, MANAGEMENT
SERVICES ($5,000,000 SIZE STANDARD). Any qualified 8(a) offeror may
submit a proposal which will be considered by the Government. The
Division of AIDS (DAIDS), National Institute of Allergy and Infectious
Diseases (NIAID), NIH, in order to facilitate its research mission is
required to support a variety of scientific and administrative
meetings and conferences that provide opportunities for researchers and
administrators to oversee, provide advice, and plan the direction of
future research in HIV/AIDS. The primary purpose of this RFP is to seek
responsible offerors to provide scientific meeting and conference
support for the DAIDS; of secondary importance is a variety of
associated tasks such as (but not limited to): arranging/managing
teleconferences, producing manuals/handbooks, recruiting/subcontracting
for speciality writing expertise, locating and arranging for conference
space for small inform! al retreats, arranging forcatering services,
and assisting in the distribution letters, documents and other
material. The Contractor must either be located near the NIH community
(Bethesda/Rockville, Maryland) or provide a plan detailing how these
services which require close daily interaction with the DAIDS can be
provided from a distant location. It is anticipated that one (1)
level-of-effort, cost-reimbursement type contract will be awarded for
a period of five (5) years. RFP NIH-NIAID-DAIDS-97-03 will be available

review process, offerors comprising the competitive range will be
requested to provide additional documentation to the Contracting
Officer. Please note that past performance will be evaluated by the
Government, and will be a factor in the source selection process
(offerors will provide references with the proposal which will be
evaluated after determination of the competitive range). Responses to
