Contracting Officer, (301) 394-1365. Design, build and install a Hot
Isostatic Press. The press shall be designed and built to operate at
2000 degrees C and 30,000 psi on a consistent basis with minimal
maintenance and shall be capable of Sinter-HIP operations at 1750
degrees C at pressures at or above 15 psi. Furnace construction shall
be Carbon-Carbon composite materials and shall be a plug in style and
removable without the requirement of any lower head components
disconnection. It shall have the capability to have workload inserted
when either located in the vessel or remove. The control system shall
have the capability of operating directly from a PC computer and shall
have a backup microprocessor based control system to allow system
operation by the local controller in event of computer malfunction.
Each furnace zone shall have independent power supply incorporating
phase angle fired SCR's with current limiting capabillity. The
compressor shall be equipped with a 20 hp, 30,000 psi rated HydroPac
Electro-Hydraulic Flexi-Power compressor for pressurization. System
shall incorporate all automatic valves, fittings, and lines to allow
operation. The vacuum system shall be capable of pumping the system
down to 100 microns in under 30 minutes based on a clean, dry, empty
furnace. The cooling system shall be a closed loop system with the
necessary heat exchangers, reservoir, pump and pump flow switches to
form a complete circuit. A dilatometer shall be supplied that can plug
in and out of the furnace. The dilatometer shall be usable to the
maximum temperature and pressure of the HIP and throughout the complete
range of operation conditions and shall, at a minimum, handle a 1 inch
diameter, 1.5 inch length with 0.1% resolution. The proposed contract
is being considered for 100% set aside for small business concerns.
Interested firms should, as early as possible, but not later than 15
days of this notice, indicate interest by providing to the Contracting
Officer above, evidence of capability to perform and a positive
statement of eligibility as a small business concern. If adequate
interest is not received from small business concerns, the solicitation
will be issued as unrestricted without further notice. Therefore,
replies to this notice are requested from all business concerns. All
responsible sources may submit a bid or proposal which will be
considered by the Agency. No telephone requests will be honored. See
