The Defense Commissary Agency, Fort Lee, Virginia, is seeking sources
for fully automated, u-shaped or straight configuration meat wrapping
systems with weighing, conveying, wrapping, and labeling operations
with a master scale management system. The machine shall have a rigid
frame, electric motor drive, package conveyor, heat sealing belt, cold
film cut-off, package elevator, or straight through system film roll
holders, and mobile accumulator bin. System shall automatically weigh,
wrap, and apply label to packages up to 10 inches long by 14 inches
wide by 5 inches high at a rate of 22 to 30 packages per minute.
Direction of operation must accommodate either right to left or left to
right, as indicated on a case-by-case basis. System shall have the
following salient features: (1) Scale system consist of a digital
read-out scale with platform, computing mechanism, thermal type label
printers with minimum capacity of 3,500 labels per roll and
rack/automatic electrically operated scale system, for weighing,
automatically computing prices and issuing labels from printer. Scale
system must be capable of either printing the USDA mandated safe
handling statement for raw or partially cooked meat products, or must
be capable of accommodating labels that contain the pre-printed USDA
statement; (2) Master scale management system shall have PC based
software that is DOS based and designed to manage satellite scales
within the meat department. Provide one 3.5 inch disk with software and
all required hardware to connect all scales in meat department to the
scale management system. Scale management system shall be able to add,
delete and edit the item file; (3) Automatic Wrapper. Shall
accommodate two or more rolls of stretch film, width capacity from 15
to 19 inches, with side platter shelf, capable of wrapping packages
from 5 to 14 1/4 inches long by 3 to 10 1/4 inches wide by 5 inches
high at a rate of 22 to 30 packages per minute, automatically feeding,
measuring, cutting, wrapping and heat sealing stretch plastic film.
The machine shall have a film stretching mechanism which grips and
stretches the film around all sides of the package. The machine shall
be designed to allow the operator to monitor all switches, change
package size, and change film size. The film rack shall be located
within the central control area to allow the operator full access to
film rolls. Wrapper shall be equipped with a safety stop switch. The
film cutter shall not be hot-wire system. Machine to have a rigid
frame, electric motor drive, package conveyor, film roll holders; (4)
Mobile Accumulator Bin, Rotary. Constructed of aluminum or stainless
steel, or combination, minimum dimensions 27 inches in diameter,
minimum depth 9 inches. Height shall be adjustable from 27 to 32 inches
to accommodate the discharge end of the automatic labeling conveyor,
equipped with casters; (5) Electrical requirements: 208V, 60HZ, 1PH or
115V, 60HZ, 1PH; (6) Overall approximate dimensions: Length 115
inches, Width 90 inches, and Height 72 inches. Equipment to be acquired
will be of the same capacity and durability as those used in large
supermarket operations. Must be able to be supported by a nationwide
service organization that will provide needed service 7 days a week.
Vendors capable of meeting this requirement should provide descriptive
literature, make and model of equipment, estimated prices for each
piece/model offered; and availability of maintenance in the Continental
United Status (CONUS) and Outside the Continental United States
(OCONUS) to the Defense Commissary Agency; ATTN: Ginna Anderson;
Equipment Branch (OC/RAEE); 1300 E Avenue; Fort Lee, VA 23801-1800. All
interested parties are required to provide a written response
containing all requested information no later than November 15, 1996.
This is not a solicitation and is not to be construed as a commitment
by the government to ultimately issue an RFQ, IFB, RFP, or contract.
The cover will not reimburse any respondents cost for preparation of
information in response to this announcement, nor pay preparation costs
as a direct expense on any contracts which may eventually result for
