COMMERCE BUSINESS DAILY ISSUE OF OCTOBER 24,1996 PSA#1707US Army CECOM, OPM JTACS, Fort Monmouth, NJ 07703-5000 61 -- MARKET SURVEY FOR MAINTENANCE FREE BATTERY POC Walter Grudus,
Engineer, (908) 532-8489. This is a Market Survey to locate sources for
Deep Cycle Sealed Maintenance Free Batteries (MFB) which meet or exceed
the requirements of a Battery Bank consisting of two 12 V batteries in
series connection for providing 24 V back-up power in the Mobile
Subscriber Equipment Shelters. The following describes the
characteristics and operating conditions which the MFB Battery Bank in
the MSE shelters must operate at without being degraded or damaged.
The Operational Requirements include: Continuous float voltage of 26.5
Volts; provide back-up power for a minimum of 10 minutes with an
average current of 97 A to a battery bank voltage cutoff of 20.5 Volts;
recharge at a constant potential of 28+/-.5 V, 100A peak charge current
(Equalize Charge Mode) for a 5 hour period followed by continuous float
at 26.5 V. It should be noted the float voltage and the equalize charge
mode voltage settings could be changed up to +/-5%, but is not
desirable. The Environmental Requirements include: Operating Temp -40
deg F to + 120 deg F; Storage Temp -70 deg F to + 160 deg F. Virbration
and Shock in a Military, Ground, Mobile environment (Reference
Non-Operational Random Vibration MIL-STD-810E Method 514.4, Procedure
I, Non-Operational Shock MIL-STD-810E Method 516.4, Procedure I.
Commercial data will be considered). Physical Requirements: It is
desirable each battery not exceed 10.25 inches long, 5.31 inches wide
and case 8.19 (to top of terminals 9.07) inches high. An alternative is
two batteries fitting into an enclosure having the internal dimensions
of 14.25 inches by 11.75 inches and 11 inches high and a cover having
a depth of 1.75 inches. Max. weight (each battery) 50 lb. Notice: The
Battery Bank is used inside a manned shelter and safe conditions must
be maintained. Therefore, information must be provided regarding
venting requirements of the MFBs based not only on normal operating
conditions but must consider all failure modes. Response: Interested
parties are invited to submit a written response to this notice within
30 days. Responses should include, as a minimum, the following: 1)
Detailed technical description of capabilities satisfying this
requirement, 2) Available test data verifying operational
characteristics, 3) Provide general cost information on your available
products to include most economical order quantities (lots of 100,
1000 and greater) 4) Availability of your product. 5) Point of contact
for any additional inquiries if necessary. It would be appreciated if
all responses and questions concerning this announcement be addressed
to: OPM JTACS, ATTN: SFAE-C3S-JTC-ITI (Mr. Walter Grudus), Ft.
