A -- BROAD AGENCY ANNOUNCEMENT (BAA) 97-2, AERODYNAMIC MEASUREMENT AND CONTROL USING MEMS DUE 113096 POC Contact. Drs. Mark Glauser and James M. McMichael, AFOSR/NA, (202) 767-4936 AFOSR Research Interests and BAA 97-2. The Air Force Office of Scientific Research (AFOSR) announces a fiscal year 1997 competition for basic research on Aerodynamic Measurement and Control Using MEMS. This collaborative, three-year, interagency program is supported by DARPA in conjunction with the DARPA/ETO Program in MEMS and will be managed by AFOSR's Directorate of Aerospace and Materials Sciences. The primary goals of the program are to: 1) provide fundamental understanding of MEMS-based aerodynamic measurement and control approaches, 2) expand the operational range for MEMS-based actuators for aerodynamic flow control to include larger forces, displacements and length scales, and higher power, and 3) stimulate the development of innovative approaches to flight and engine controls through basic research on MEMS-based flow control concepts, including, but not limited to, those potentially applicable to micro-air vehicles (i.e. overall dimensions less than 15 cm). In the first stage, white papers will be solicited. White papers are due 30 Nov 96. This procedure is intended to minimize unnecessary effort in proposal preparation and review. White papers will be no longer than 4 pages and should contain: a). a conceptual outline of research goals and proposed scientific approaches identifying novel or innovative features. b). brief description of planned research teaming and an outline of the capabilities of researchers including a short list of relevant publications (10 publications during the last 3 years). c). brief summary of cost estimate including an outline of any anticipated cost-sharing. This announcement may be downloaded from the Federal Information Exchange (FEDIX), an on-line information system accessible via computer and modem. Call the FEDIX computer at (800) 783-3349 (eight data bits, one stop bit, no parity). There is no charge for accessing the information. The FEDIX help line is available at (301) 975-0103 from 8:30 a.m. until 5:00 p.m. EST. Also, FEDIX is accessible via Internet at the following telnet address: ''fedix.fie.com.'' At login, type ''fedix'' or Telnet to ''192.111.228.33,'' or to web server http://web.fie.com/fedix/afosr.html. The BAA may also be obtained from AFOSR by calling (202) 767-8000 or writing to AFOSR/XPC, 110 Duncan Avenue, Suite B-115, Bolling AFB DC 20332-8080. All pertinent information, including contact persons, evaluation criteria, and details on specific areas of interest, is discussed in the AFOSR BAA entitled ''Aerodynamic Measurement and Control Using MEMS, AFOSR BAA 97-2''. Additional information and guidance on format and proposal submittal may be found in AFOSR Pamphlet 64-11, ''Proposer's Guide to AFOSR's Research Programs''. This pamphlet may also be requested from AFOSR or downloaded from the FEDIX system. See Numbered Note 26. (0295)
