The Naval Air Warfare Center Aircraft Division (NAWCAD) at Patuxent River, MD has a requirement for a quantity of 400 Blast Deflectors, Inc. solid curved jet blast deflectors (part number G-14-NB-6) and accompanying installation. This is a combined synopsis/request for quotes for commercial items prepared in accordance with the format at FAR subpart 12.6, as supplemented with the additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; REQUESTS FOR QUOTES ARE SOLICITED WITH THIS ANNOUNCEMENT; AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This is request for quotation (RFQ) no. N00421-97-Q-1009. Procurement will be made via a DPAS ''DO'' rated Government purchase order, which will incorporate provisions and clauses in effect through Federal Acquisition Circular 91-41/Defense Acquisition Circular 91-10. This acquisition is a 100% set-aside for small businesses; the applicable SIC code is 3449. Quotations offered in response to this RFQ shall be in the following format: CLIN 0001-(400) part number G-14-NB-6 solid curved jet blast deflectors; CLIN 0002-installation services. Due to the urgency of the Government's requirement for these components, delivery and installation at NAWCAD, Patuxent River, MD; in the vicinity of Hanger 306 (this requirement's acceptance and FOB points) is required NLT 90 days after set-up/installation approval. FAR clauses: 52.212-1 Instructions to Offerors-Commercial Items, 52.212-4 Contract Terms and Conditions-Commercial Items and 52.212-5/252.212-7001(a) Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply to this acquisition. This requirement is for the specified brand name/part numbered items only; as such the ''low cost/technically acceptable'' decision rule is the basis for the evaluation of quotes. Quoters will be required to complete FAR clause 52.212-3 and DFARS clause 252.212-7000 ''Offer Representations and Certifications-Commercial Items''. QUOTES ARE DUE NLT 8 NOVEMBER 1996; the Government anticipates placing its purchase order immediately thereafter. The Government intends to place this order on a sole source basis for the Blast Deflectors Inc. supplies and services identified herein, as these are the only commercial components identifed that can reasonably fulfill the Government's urgent/safety requirements.
