provide an on-line, electronic information retrieval system with
sophisticated search and retrieval capabilities in support of HQ AFPC,
Randolph AFB TX 78150. This is a sources sought synopsis request to
identify potential offerors only. The Government does not intend to pay
for any information provided. Responses to this request must include
technical literature, cut sheets, pamphlets, GSA contracts or
commercial price lists which will demonstrate the potential offerors
ability to satisfy the Government's requirement. Responses must also
include the business size and be received in writing by this office
within 30 days after the publication of this announcement. A
solicitation is not available at this time. Request for future
solicitation documents will not be considered responsive to this
request. The Government is seeking potential sources that can provide
information on a centrally maintained system that will provide users
the ability to access and research current and historical civilian
personnel related laws, regulations, and reference materials. The
information to which access will be provided includes, but is not
limited to, U.S.Code, Code of Federal Regualtions, Federal Personnel
Manual, Agency regulations, Comptroller General Decisions, Merit
Systems Protection Board Decisions, Equal Employment Opportunity
Commission Decisions, as well as some ancillary regulatory and
reference information. It is anticipated that the primary users will be
from the DoD civilian personnel community, however, it could benefit
other organizations and Federal Agencies. The database must allow
searches based on themes, words, right-or left-truncated words, and
words or phrases containing wild cards and fuzzy matching (for scanning
documents). Use of boolean operators AND, OR, and NOT must also be an
option. Additional requirements are as follows: (1) Anticipated 400
concurrent remote users; (2) Must have the capability to ''cut''
information from the viewer and ''paste'' it to another document or
application; (3) Must support a Windows interface and be accessible
through intra- and internet; (4) Access will be controlled by user
identification and password; (5) The database will be approximately
five (5) gigabytes initially, and will expand as new or revised
publications are issued. Obsolete information must be maintained and
accessible for historical reference; (6) The information will be
obtained in electronic form from Government sources, such as the
Government Printing Office, when available. However, for those
documents not available in electronic form, conversion from paper
documents will be required. Responses must state the the contractor is
not on the Parties Excluded from Procurement Programs, as well.
Contractors with GSA schedule contracts shall provide the contract
