THIS PROCUREMENT IS UNRESTRICTED. The original pre-solicitation notice
first appeared in the CBD on 21 May 96, with corrective notices
appearing in June 96. In July and August 96, all solicitation requests
and payments were returned. All requests for this solicitation must be
resubmitted. The Standard Industrial Classification (SIC) Code is 1542.
The work includes renovation of 8 existing bldgs at the Naval Security
Station in NW Washington, DC, for administrative offices and the new
construction of a chilled water distribution system with its own stand
alone structure. The bldgs consist of wood, steel, and concrete frame
structures. The majority of the bldgs are masonry construction with
slate roofs. Work includes demo of partitions, ceilings, and floor
finishes (including the removal of hazardous materials, ie asbestos and
VAT). It also includes construction of new partitions, floors and
ceiling finishes. Demo and replacement of mechanical, electrical,
plumbing, and fire protection systems will also be required.
Additionally, 3 new elevators will be installed and several existing
elevators will be renovated for handicap accessibility. Technical
proposals will be required and offerors will be evaluated on price and
the following other non-price factors: Work Plan, Project Staffing,
and Past Performance. Solicitation will be issued 31 Oct 96. Proposals
due 3 Dec 96. A preproposal conference and site visit will be
conducted as outlined in the RFP. The estimated construction cost
exceeds $10,000,000. A non-refundable charge of $315.00 per
solicitation package is required and checks should be made payable to
the Dept of Treasury c/o EFA Chesapeake. Requests for plans & specs may
