obtain the services of a structural steel paint system applications
inspector to work with our Federal Highway Administration, Western
Federal Lands Highway Division project engineer in providing inspection
services and consultation for an on-going bridge painting contract. (1)
REQUIREMENTS: Knowledge and experience with application and inspection
of structural steel painting systems, Structural Steel Painting
Council manuals (PA-1 & PA-2), moisture cured urethane systems
(specifically the Wasser paint systems), lead abatement and OSHA
regulations, and to be familiar with deep deck truss designs; (2)
SERVICES: 3 to 6 consecutive months 5-1-97 through 10-30-97; (3)
SUBMITTALS: Proposal shall include Inspector's name and resume (resumes
to include any past performance and/or experience relating to
solicitation); (4) PROPOSAL EVALUATION: Criteria is based on experience
and cost; (5) SCOPE: The inspection services and consultation required
are those in support of an on-going bridge painting project. The
services/consultation will ensure compliance and proper industry
practices are obtained during the performance of the bridge painting
project. The project calls for removing loose an damaged paint, or
paint that is not sufficiently bonded to the steel substrate. Damaged
areas such as rock damaged and abraded areas are to be vacuum blast
cleaned. The steel structure is being coated with a Wasser, moisture
cured, paint system. The bridge rehabilitation includes structural
steel cleaning by method of water washing, abrasive blasting, and paint
system application in a lead containment work environment; (6)
LOCATION: The bridge being painted is located in northwest Montana
approximately 15 miles southwest of Eureka in Lincoln County. The
Government has request wage rates for paint inspector. This
solicitation is small business set-aside. The following information is
