R -- AMDAHL OBJECTSTAR (HURON) POC Melicent Nhan, Purchasing Specialist, 202 268-4124. Sources are sought to support modifications and enhancements to the U. S. Postal Service (USPS) Centralized Meter Licensing Systems (CMLS) application software. The CMLS provides for the licensing of postage meter applicants from one central point, rather than an individual post offices or district centers. CMLS will also house an inventory of all postage meters. Both centralized meter licensing and meter inventory tracking will significantly increase the accountability of individual postage meters and reduce fraud. CMLS is an Amdahl ObjectStar (Huron) TDS database resident on an Amdahl MVS/ESA mainframe computer using CICS as the teleprocessor. The CMLS logic is composed of ObjectStar rule sets and COBOL programs that perform zip code matching and apply business rules to data received from 4 meter manufacturers before writing this data to an ObjectStar TDS database. Specific capabilities sought include: 1) Ability to plan, schedule, coordinate, and monitor the activities of a team of software developers, 2) Ability to understand and interpret Postal Service business requirements/rules written in English narrative and translate them into systems design document, process flows, and software programming specifications, 3) Ability to translate written process flows and programming specifications into ObjectStar rule sets operating against an ObjectStar TDS database in a COCS environment, 4) Ability to translate written process flows and programming specifications into COBOL program code operating against sequential and VSAM data sets in an MVS COCS environment, 5) Ability to develop and modify MVS JOB Control Language (JCL), 6) Ability to design, modify, and optimize, and monitor the performance of an ObjectStar TDS database running under CICS teleprocessor on an IBM compatilbe mainframe computer running the MVS/ESA operating system, 7) Ability to produce systems documentation detailing program logic and production operation processing flows sufficient to run and effectively management the operation of an ObjectStar software application, 8) Ability to perform the above at a Postal Service site in the Minneapolis/St. Paul metropolitan area, or alternately, possess the means to perform software development activities at a remote site and interface electronically with a Postal Service production data center mainframe computer.
