This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP) and this includes all provisions and clauses in effect thru FAC 90-37. This is a Sole Source requirement IAW FAR 6.302-1. This RFP has the following line item: 0001 Voyager III X-ray Microanalysis Image Acquisition System including the following: TEM Analytical Software Package, Print Tool Software, HP Deskjet 660C Color Printer, Installation/Warranty, Digital Image Acquisition and Processing Software, Electron ''Column Integration'', and MAE. The system, which will be an aggregate award, will support existing Transmission Electron Microscopy systems at Wright Labs, WPAFB OH. Delivery required within sixty days of award, FOB destination. The following clauses and provisions apply: 52.212-1, 52.212-3 shall be included with any offer, 52.212-4, and 52.212- 5. WPAFB intends to award to NORAN Instruments, 2551 West Beltline Highway, Middleton, WI 53562-2697. P.O.C.: P.L. Kendrick, ASC/PKWRS WPAFB OH. The approximate issue/response date will be 09 Oct 96. The anticipated award date will be 01 Nov 96. Written procedure will be used for this solicitation. To: NORAN Instruments Inc., Middleton WI 53562-2697. No telephone requests. Only written or faxed requests received directly from the requestor are acceptable. All responsible sources solicited may submit a bid, proposal, or quotation which shall be considered. Authority: 10 U.S.C. 2304(C)(1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty five-days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition. Potential offerors should use established channels to request information, pose questions, and voice concerns before resorting to use of the Ombudsman.
